CONTENT
The bill would amend the Public Health Code to increase the number of licensed professionals and public members serving on several health professions boards and the task force for the licensed health profession subfields.
Acupuncture
The Michigan Board of Acupuncture currently consists of nine voting members, including four acupuncturists, three physicians, and two public members. The bill would delete the reference to the total number of members and, beginning July 1, 2010, increase the number of acupuncturists to seven and the number of public members to three.
Joint Task Force: Health Profession Subfields
Currently, the joint task force for the health profession subfields consists of the following 11 members:
-- One member each from the Board of Medicine, the Board of Osteopathic Medicine and Surgery, and the Board of Podiatric Medicine and Surgery holding a license other than a health profession subfield license.
-- Five physician's assistants.
-- Three public members.
The bill would eliminate the reference to the total number of task force members and, beginning July 1, 2010, increase the number of physician's assistants to seven.
Athletic Trainers
The Michigan Athletic Trainer Board currently consists of seven members, including four athletic trainers, one public member, and two physicians. The bill would delete the reference to the total number of members and, beginning July 1, 2010, increase the number of athletic trainers to six and the number of public members to three.
Respiratory Care
Currently, the Michigan Board of Respiratory Care consists of seven members, including four people who meet the requirements of Section 16135(2), one medical director, and two public members.
(Section 16135 prescribes qualifications for health profession board members. Under subsection (2), board members who must be licensed or registered must meet at least one of the following requirements:
-- Be certified or otherwise approved by a national organization that certifies or otherwise approves individuals in the profession to be licensed or registered by the board.
-- Have actively practiced the profession and/or taught in an educational institution that prepares applicants for licensure or registration in that profession for at least two years immediately preceding their appointment.)
The bill would eliminate the reference to the total number of Board members and, beginning July 1, 2010, require the membership to include seven individuals engaged in the practice of respiratory care, rather than four individuals who meet the specified requirements. Additionally, beginning on that date, the bill would increase the number of public members to three.

FISCAL IMPACT
The bill would add members to several health professions boards. These boards incur minor costs related to meetings, so expansion of these boards could increase costs by a few thousand dollars.
