CONTENT
The bill would amend Public Act 3 of 1939, the Public Service Commission (PSC) law, to require an electric or natural gas provider to allow a customer to designate a third party to receive shut-off notices from the provider on the customer's behalf.
A provider would have to comply with this requirement by November 1, 2009. The PSC could grant an extension to a provider.
The PSC could promulgate rules for the implementation of and compliance with the bill's requirement.
("Provider" would mean an electric utility, cooperative electric utility, alternative electric supplier, or investor-owned business engaged in the sale and distribution of natural gas within Michigan whose rates are regulated by the PSC.)

FISCAL IMPACT
Any increased costs related to the promulgation of these rules would be covered with existing revenue to the PSC. The PSC is funded with assessments levied on utility companies.
