1. Department of Military Affairs. This supplemental appropriates Federal funds for three projects at Camp Grayling that were recently added to the Federal Military Construction Program. Each of the $3.0 million projects require no State match, and are focused on training at the individual and squad levels. The projects include: a. Live Fire Shoot House. The live fire shoot house is a small high-level controlled environment that focuses specifically on the training of four-person assault teams going inside a building to either secure or fight inside the structure. b. Urban Assault Course. The Course provides the ability for combat leaders to train and evaluate their individual soldiers and unit during live fire exercise and non-live fire in a built-up urban area. c. Infantry Squad Battle Course (ISBC). The ISBC is designed specifically to train a squad of soldiers. The ISBC is training soldiers on foot patrol, (how to react to and engage the enemy in a non-urban setting). 9,000,000
  Natural Resources - Waterways Boating Program. The original appropriation for the Mitchell State Park seawall replacement and walkway project totaled $1,250,000 ($937,500 Federal/$312,500 State). Initial costs were based on preliminary engineering estimates. The project involves the extensive use of steel in a 1,500 foot seawall that connects Lake Cadillac and Lake Mitchell. The cost increase results from higher than anticipated costs for steel and other components. This supplemental (all Federal), along with a recommended $187,500 FY 2006-07 transfer, would bring the total cost of the project to $2,000,000. 562,500
2. Natural Resources - Trust Fund. The Michigan Natural Resources Trust Fund Board of Trustees recommendation includes 37 acquisition projects and 44 development projects totaling $48.9 million. Attachment A provides a detailed listing of FY 2008-09 projects. 48,865,900

FY 2009-10 CAPITAL OUTLAY BUDGET BOILERPLATE HIGHLIGHTS

1. General Sections. Standard sections regarding State spending, payments to local units of government, and compliance with the Management and Budget Act are included in the bill. (Sec. 201 and Sec. 202)
2. DNR Trust Fund. Annual language regarding process for grants. The Department of Natural Resources shall require local units of government to enter into agreements with the department of natural resources for the purpose of administering the natural resources trust fund grants. Among other provisions, the agreements shall require that grant recipients agree to dedicate to public outdoor recreation uses in perpetuity the land acquired or developed; to replace lands converted or lost to other than public outdoor recreation use; and, for parcels acquired that are over 5 acres in size, to provide the state with a nonparticipating 1/6 minimum royalty interest in any acquired minerals that are retained by the grant recipient. The agreements shall also provide that the full payments of grants can be made only after proof of acquisition, or completion of the development project, is submitted by the grant recipient and all costs are verified by the department of natural resources. 3. Unobligated Balances. Provides that unobligated balances in any Michigan Natural Resources Trust Fund appropriation shall not revert to the fund from which appropriated at the close of the fiscal year, and shall continue until the purpose for which it was appropriated is completed for a period not to exceed three fiscal years. Funds remaining after the completion of the project shall revert to the Trust Fund. (Sec. 302)
