A SUMMARY OF HOUSE BILL 6004 AS INTRODUCED 3-25-10
House Bill 6004 would amend the Revised School Code to limit the salary of a school superintendent to an amount no greater than the salary of the governor of the state.
More specifically, the bill would prohibit the board of a school district or intermediate school district from employing a superintendent at a salary that exceeds the salary of the governor. The bill specifies that if a current employment contract providing a superintendent's salary were not in compliance, then the salary requirement would not apply until after that employment contract expired.
The bill would require the State Board of Education to post the salary of the governor on its website and promptly update that posting if the salary changes.

Note: Currently the governor's salary is $177,000, with an expense allowance of $60,000. In 2009, the State Officer's Compensation Commission voted to reduce by 10 percent the salaries and expense allowances of the governor, lieutenant governor, attorney general, secretary of state, and legislators. Effective January 1, 2011, the governor's salary will be $159,300 with an expense allowance of $54,000.
FISCAL IMPACT:
The bill would have no fiscal impact on the State and an indeterminate impact on local school districts and intermediate school districts. Data on superintendent salaries is not currently available for all districts and ISDs. For districts or ISDs whose superintendents currently have salaries exceeding that of the Governor, the bill would create savings when current contracts expire.
