“Lord God, our Father, one voice, many requests. Lord Jesus, we praise Your holy name above the earth.

We ask that You let Your blessings fall down on us like the fresh spring or summer rain, giving us a renewness of knowledge and understanding, and also cleansing our minds.

Please help us to leave the status quo behind and make this legislative session a true session which is the answer to the voice of the people.

Bless the fruits of our labor and with this prayer let everyone who will, say in unison, it is done – it is done.

Motions and Resolutions

Rep. Cushingberry offered the following resolution:

House Resolution No. 110.

A resolution declaring June 24, 2009, Senior Michiganders Day in the state of Michigan.

Whereas, We recognize the 35th anniversary of Michigan’s agings network, empowering older Michiganians with independence and dignity; and

Whereas, Michigan’s aging network consists of the Michigan Office of Services to the Aging, 16 Area Agencies on Aging, and over 1,2200 service providers working hand-in-hand since 1974 to improve the quality of life of older Michiganians throughout the state; and

Whereas, The Michigan Office of Services to the Aging provides leadership and oversight for the aging network in Michigan, offering valuable assistance and technical support to the area agencies on aging and aging service providers. The Office is guided and advised by the Michigan Commission on Services to the Aging and the State Advisory Council on Aging, tapping into the wisdom and experience of older adults and gerontological professionals; and

Whereas, Area Agencies were created 35 years ago by Congress to be one-stop shops and experts on aging in local communities. Michigan’s 16 Area Agencies on Aging created a statewide system of quality home and community-based services offering real choices to seniors and caregivers requiring long-term care. Area Agencies on Aging provide information and access to services, recruiting and screening local agencies and businesses to provide home and community-based services; and

Whereas, Over 1,200 aging service providers are delivering a wide variety of services to older Michiganians and caregivers 365 days of the year, including home-delivered meals, congregate meals, personal care, homemaker, adult day care, respite care, health promotion, home repair, legal assistance, ombudsman, senior centers, and transportation. Providers include county commissions on aging, councils on aging, senior centers, home health agencies, and a host of other distinguished businesses and organizations; and

Whereas, Area Agencies on Aging Association has provided leadership and support throughout the years to all levels of the aging network, fulfilling the mandate of the Older Americans Act to advocate with and on behalf of older Americans. The Association created the Michigan Senior Advocates Council in 1977, established as a leading voice on aging policy matters in advising the Michigan Legislature; now, therefore, be it

Resolved of the House of Representatives, That the members of this legislative body declare June 24, 2009, as Senior Michiganians Day. We wish to recognize the accomplishments and good works of Michigan’s aging network.

House Resolution No. 111.

A resolution proclaiming July 11, 2009, as Srebrenica Remembrance Day and the week of July 11, 2009, as Bosnia and Herzegovina Tribute Week in the state of Michigan.

Whereas, The United States Senate and the United States House of Representatives passed resolutions in 2005 acknowledging the genocide that the Serbian forces perpetrated in Srebrenica, and all of Bosnia from 1992 to 1995; and

Whereas, July 11, 2009 will commemorate the 14th anniversary of the Srebrenica massacre in which at least 8,372 innocent Bosniak civilians were executed and 30,000 were expelled from their homes in the worst atrocity in Europe since the Holocaust; and

Whereas, This anniversary raises awareness of the tragic suffering of the Bosnian people and honors and remembers those who died as a result of the policies of ethnic cleansing and aggression; and

Whereas, The Congress of North American Bosniaks (CNAB) is the umbrella organization representing Bosniaks in the United States and Canada; and

Whereas, The state of Michigan recognizes the importance of this event to bring closure for the Bosnian people through justice and truth; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body proclaim July 11, 2009, as Srebrenica Remembrance Day and the week of July 11, 2009, as Bosnia and Herzegovina Tribute Week in the state of Michigan; and be it further

Resolved, That we call upon all citizens to work toward ending the cycle of violence and promoting peaceful coexistence among all.

(2) Notwithstanding subsection (1), the department is prohibited from using toll credits as the non-federal match for the purpose of constructing a crossing of the Detroit River between Detroit, Michigan and Windsor, Ontario, Canada, or for related right-of-way, design engineering, utility planning, and relocation.”.

Rep. Opsommer, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

I am both surprised and disappointed, not just that money is being stripped from the 127 project but that my amendment to restore that funding was gaveled down without the benefit of a bi-partisan opportunity for proper vote. I am also voting ‘no’ on this budget because it takes up to $18 million dollars for the Transportation Economic Development Fund and redirects it instead to the General Fund for non-road purposes.

It makes no sense to say on the one hand that we don’t have enough money for roads and then turn around and give some of the limited road money we do have to the general fund. Transportation Economic Development dollars are generated from driver’s license fees and are supposed to be used for financing road and street projects specifically in support of economic growth. State government first has to show it places a high priority on roads if we expect taxpayers to do the same; we should not be diverting money from taxes on gasoline, licenses, or registration fees to other things. There is simply too much road money being stripped out of this bill for me to vote for it. Taxpayers have a proper expectation that those dollars be used for roads.”
