House Resolution No. 393.

A resolution to encourage the U.S. Army Corps of Engineers to work cooperatively with property owners along the Great Lakes in their efforts to reasonably groom and maintain their beaches.

(The resolution was reported by the Committee on Tourism, Outdoor Recreation and Natural Resources on June 24, consideration of which, under the rules, was postponed until today.)

The question being on the adoption of the resolution,

Rep. Robertson moved to substitute (H-1) the resolution as follows:

Substitute for House Resolution No. 393.

A resolution to urge the Governor to rescind Executive Directive No. 2007-24, which provides special employment considerations for transgender individuals in the state workforce.

Whereas, The people of Michigan take great pride in the steps we have taken to protect our citizens from discrimination. Our constitution, which begins with the Declaration of Rights contained in Article I, was the first in the nation to provided for a state civil rights commission; and

Whereas, With the issuance of Executive Directive No. 2007-24, a new policy, one that is not reflected in state law or the constitution, has been put forth. This policy was put in place without appropriate participation and without legislative input. This directive seeks to add to state hiring policies a provision that would ban discrimination in state hiring practices on the basis of gender identity or expression. This directive seeks to institute a new category of protected workers, transgender individuals, in state employment; and

Whereas, While the people of Michigan strongly support steps to protect fairness in all work environments, creating new categories, as is done in Executive Order No. 2007-24, is unnecessary. Clearly, the protections afforded in existing law and the remedies provided by the courts are far more suitable avenues to protect people who need protection; now, therefore, be it

Resolved by the House of Representatives, That we urge the Governor to rescind Executive Directive 2007-24, which provides special employment considerations for transgender individuals in the state workforce; and be it further

Resolved, That copies of this resolution be transmitted to the Office of the Governor.

(6) A RESOLUTION DESIGNATING A NEIGHBORHOOD ENTERPRISE ZONE IN AN OBSOLETE PROPERTY REHABILITATION DISTRICT THAT WAS CREATED BY A LOCAL UNIT OF GOVERNMENT ON JUNE 6, 2003, AND FOR WHICH THE STATE TAX COMMISSION ISSUED OBSOLETE PROPERTY REHABILITATION CERTIFICATES ON AUGUST 26, 2003, AND SEPTEMBER 24, 2003 WILL CAUSE ANY PREVIOUS CERTIFICATE TO EXPIRE ON THE DECEMBER 30 IMMEDIATELY PRECEDING THE DECEMBER 31 ON WHICH THE FIRST NEIGHBORHOOD ENTERPRISE ZONE CERTIFICATE IS EFFECTIVE. THE TAXABLE VALUE OF THE PARCEL SHALL BE CALCULATED USING THE VALUE OF THE PARCEL BEFORE THE BUILDING PERMIT WAS ISSUED. THIS SUBDIVISION AUTHORIZES AN AMENDED OBSOLETE PROPERTY REHABILITATION CERTIFICATE APPROVED BY THE STATE TAX COMMISSION FOR THE PORTION OF THE PARCEL CONTAINED IN THE ORIGINAL CERTIFICATE FOR WHICH AN APPLICATION FOR A NEIGHBORHOOD ENTERPRISE ZONE CERTIFICATE WAS NOT SUBMITTED.”.

The Speaker, on behalf of the entire House of Representatives, offered the following resolution:

House Resolution No. 398.

A resolution to honor the Detroit Red Wings for winning the 2008 Stanley Cup.

Whereas, The Detroit Red Wings successfully claimed their eleventh Stanley Cup. They are to be congratulated for their determination and overwhelming defensive play by defeating the Pittsburgh Penguins for the championship win on June 4, 2008; and

Whereas, The Detroit Red Wings also brought home the Stanley Cup to the city that deserves to be the home of the Stanley Cup Champions - Hockeytown, U.S.A.; and

Whereas, In truly memorable and determined playoff fashion against the Nashville Predators, bitter-rival Colorado Avalanche and the Dallas Stars, the Detroit Red Wings displayed tremendous patience, skill, and discipline in reaching the Stanley Cup Finals; and

Whereas, In the Stanley Cup final series, the Red Wings carried a dream from October 3, 2007 to the last game on June 4, 2008, where they defeated the Pittsburgh Penguins four games to two, in the best-of-seven final; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body hereby honor and congratulate the 2008 NHL Stanley Cup Champions, the Detroit Red Wings; and be it further

Resolved, That we congratulate Assistant Captain Henrik Zetterberg for being named the Conn Smythe Trophy winner as the 2008 Stanley Cup Playoff Most Valuable Player; and be it further

Resolved, That we congratulate Nicklas Lidstrom as being the first European born Team Captain of a Stanley Cup winning team; and be it further

Resolved, That a copy of this resolution be transmitted to Mike and Marian Ilitch, General Manager Ken Holland, Head Coach Mike Babcock and his entire coaching staff, the outstanding players, and the entire Detroit Red Wings organization as evidence of our highest esteem and congratulations.

Whereas, Advanced Life Support consists of invasive life-saving procedures by medically trained and licensed individuals, including EMT-intermediates and paramedics; and

Whereas, Advanced Life Support refers to services capable of procedures considered “advanced” such as cardiac monitoring, endotracheal intubation, intravenous therapy, and select trauma surgical procedures; and

Whereas, Over 200 communities in Michigan currently benefit from the advantages Advanced Life Support units provide; and

Whereas, Thousands of hours of instruction are necessary for Advanced Life Support professionals to provide life saving services to Michigan communities; and

Whereas, Focused training is required to prepare Advanced Life Support professionals to provide emergency care in the pre-hospital and hospital environments; and

Whereas, An Advanced Life Support ambulance carries tools and equipment similar to that which is found in a hospital emergency department or critical care unit; and

Whereas, Countless lives are saved every year by the heroic efforts of Advanced Life Support professionals; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body recognize the month of July 2008 as Advanced Life Support Month in the state of Michigan and commend all Advanced Life Support units across the state for their efforts to improve and save the lives of Michigan citizens.

A resolution memorializing the United States Congress to enact the Keeping Parents and Communities Engaged (Keeping PACE) Act.

Whereas, The value of parental and community support in promoting student achievement has long been recognized. In 1935, the Charles Stewart Mott Foundation gave the Flint Public Schools $6,000 with which to institute community education, thus beginning the community education movement in this country. The state of Michigan has been and continues to be a supporter and a leader in the field of community education and after-school programming nationally; and

Whereas, Studies indicate that students who participate in high quality after-school programs in combination with other community activities demonstrate significant gains in standardized math and reading test scores. The research shows that regular participation in after-school programs is associated with improvements in work habits and task persistence; and

Whereas, Extra time for academics by itself may be necessary, but may not be sufficient, to improve academic outcomes. Academic support should be balanced with a variety of engaging, fun, and structured extracurricular or co-curricular activities that promote youth development in a variety of real-world contexts that support and improve academic performance; and

Whereas, On May 3, 2008, S. 1302 was introduced in the United State Senate to amend Title V of the Elementary and Secondary Education Act of 1965. If enacted, this bill would encourage and support parent, family, and community involvement in schools; provide needed integrated services and comprehensive support to children; and ensure that schools are centers of communities, for the ultimate goal of assisting students to stay in school, become successful learners, and improve academic achievement; and

Whereas, This legislation would provide funding for local school districts to hire parent and community outreach coordinators; assist community-based organizations to support students, their local schools and their families; and develop consortia of schools, school districts, city governments and local nonprofits to assist in renovating school facilities to more effectively use them as community centers; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the United States Congress to enact the Keeping Parents and Communities Engaged (Keeping PACE) Act; and be it further
