“Father in the name of Jesus we bless and honor You today. We know that this is the day that the Lord has made, we shall rejoice and be glad in it. We humble ourselves under Your mighty hand. Give us the hearts of servants and the wisdom to carry out righteous judgment. Remind us of our responsibility to uphold righteousness and to protect those who cannot protect themselves. Remind us of our responsibility to every citizen from the rich to the poor, from the young to the old. Your word says that we are to restore others in the spirit of meekness, considering ourselves. Take pride and arrogance from us Father and make us lowly as dear children. Spirit of the Lord, breath again the breathe of life over our cities and this State. A bill to amend 1975 PA 197, entitled “An act to provide for the establishment of a downtown development authority; to prescribe its powers and duties; to correct and prevent deterioration in business districts; to encourage historic preservation; to authorize the acquisition and disposal of interests in real and personal property; to authorize the creation and implementation of development plans in the districts; to promote the economic growth of the districts; to create a board; to prescribe its powers and duties; to authorize the levy and collection of taxes; to authorize the issuance of bonds and other evidences of indebtedness; to authorize the use of tax increment financing; to reimburse downtown development authorities for certain losses of tax increment revenues; and to prescribe the powers and duties of certain state officials,” by amending section 1 (MCL 125.1651), as amended by 2006 PA 659.

A bill to amend 1941 PA 122, entitled “An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of this state; to prescribe certain powers and duties of the state treasurer; to establish the collection duties of certain other state departments for money or accounts owed to this state; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments, and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act,” by amending section 28 (MCL 205.28), as amended by 2003 PA 114.

A resolution honoring the East Lansing Boys Tennis Team for winning the MHSAA state championship.

Whereas, The East Lansing Boys Tennis Team, consisting of Thomas Cawood, Steve Wolff, Stephen Biddle, Christopher Crawford, Thomas Shin, Christopher Bracken, Robert Cawood, Blake Brogan, Adam Jadun, Robert Olds, Harris Jadun, Rollin Baker, and Trevor Brogan, won the MHSAA state championship in the fall of 2007. This was the first win by East Lansing since 1951; and

Whereas, The East Lansing Boys Tennis Team, whose members are also on the CAAC all-academic team, finished the dual match season undefeated at 16-0; and

Whereas, The East Lansing Boys Tennis Team finished in first place at the Grand Blanc Invitational tournament, first place at the Midland Dow Quad Invitational tournament, and second at the Ann Arbor Pioneer Quad Invitational tournament; and

Whereas, The East Lansing Boys Tennis Team had first place finishes in their league, the Capitol Area Athletic Conference tournament, the regional tournament, and the state tournament; and

Whereas, The East Lansing Boys Tennis Team doubles team of Steve Wolff and Adam Jadun finished first in the state tournament; and

Whereas, The East Lansing Boys Tennis Team doubles team of Blake Brogan and T.J. Brogan finished as runners up at the state tournament; and

Whereas, The East Lansing Boys Tennis Team singles of Tommy Cawood, Bobby Cawood and Harry Jadun finished as semi-finalists in the state tournament; now therefore be it

Resolved by the House of Representatives, That the members of this legislative body honor all the members and coaching staff of the East Lansing Boys Tennis Team upon winning the state championship.

House Resolution No. 302.

A resolution to encourage Michigan animal shelters and pounds to adopt a “no-kill” philosophy in dealing with homeless pets.

Whereas, More than 56,900 dogs and 76,300 cats were euthanized at Michigan animal shelters in 2003. The number of homeless pets killed each year both in Michigan and nationwide has decreased significantly in the past 15 years. However, the killing of healthy, adoptable pets by animal shelters continues as a matter of policy rather than necessity; and

Whereas, The “no-kill” philosophy refers to finding an alternative to euthanasia as a means of controlling the pet population for otherwise healthy animals. No-kill does not mean that no animals die in a shelter, but those that are healthy and treatable are saved. The no-kill philosophy recognizes the need to deal humanely with sick and suffering animals as well as vicious animals that cannot be placed in the community; and

Whereas, Requiring volunteers at shelters to take on the job of killing unwanted and homeless pets is an unfair burden to those working with these animals. Focus should be placed on no-kill methods of handling homeless pets, including aggressively marketing adoption, community education, and discount spay and neutering programs; now, therefore, be it

Resolved by the House of Representatives, That we encourage Michigan animal shelters and pounds to adopt a “no-kill” philosophy in dealing with homeless pets; and be it further

A resolution to call upon the Mackinac Bridge Authority to implement the Michigan Forest Products Council’s proposed discount rate for high-volume commercial users.

Whereas, The forest products industry has long played a vital role in the economy of Michigan, especially in northern Michigan and in the Upper Peninsula. The total economic benefit of the forest products industry is greater than $12 billion and represents over 150,000 jobs in Michigan. Over half of Michigan’s land is forested - 19.3 million acres – and is the seventh largest forested land area in the United States. Michigan’s bio-economy is a strong component of the overall economy; and

Whereas, The Mackinac Bridge is a vital artery through which flows wood fiber and finished products – the lifeblood of Michigan’s bio-economy. The Mackinac Bridge Authority recently increased the toll for trucks from $3 per axle to $3.50 per axle starting March 1, $4.50 per axle in 2010, $5 per axle in 2012 and $6 per axle in 2014. This additional fee will cost companies thousands of additional dollars that cannot be passed onto customers; and

Whereas, The Michigan Forest Products Council has proposed a discount rate for high-volume commercial commuters, such as logging trucks, which support Michigan’s rural economies. This proposal would provide for a $3.10 per axle rate in 2008, and an increase of 10 cents in each following year until 2014. This proposal will preserve jobs and revenue for the Mackinac Bridge, and keep Michigan’s forests and local communities strong and healthy; now, therefore, be it

Resolved by the House of Representatives, That we call upon the Mackinac Bridge Authority to implement the Michigan Forest Products Council’s proposed discount rate for high-volume commercial users of the Mackinac Bridge and ensure that the forest products industry continues to play a fundamental role in the Upper Peninsula’s economy for the foreseeable future; and be it further

Whereas, The Prisoner of War - Missing in Action (POW/MIA) issue has been a national dilemma since the end of World War II; and

Whereas, There is a strong need for an independent investigation into all unresolved matters relating to any United States military personnel unaccounted for from the Vietnam era, the Korean conflict, World War II, Cold War Missions, or Gulf War, including MIAs and POWs; and

Whereas, It is the responsibility and the duty of the United States government to bring home Americans missing in action from the Vietnam War, the Cold War, the Korean War, World War II, and Desert Storm; and

Whereas, As of July 2005, the Government Accountability Office listed 88,115 service men and women unaccounted for from World War II, Korean/Cold War conflicts, Vietnam War, Gulf War, and other conflicts; and

Whereas, American POWs and their missing comrades have demonstrated the true spirit of our nation and should never be forgotten; and

Whereas, The families of these inspiring Americans deserve to know what truly happened to their loved ones; and

Whereas, Americans from every generation have answered the call to duty with dedication and valor. These brave Americans deserve the respect and gratitude of our nation, and all efforts should be made to resolve the Prisoner of War - Missing in Action issue in their honor; now, therefore, be it

Resolved by the House of Representative (the Senate concurring), That we memorialize the Congress of the United States to appoint an independent counsel to investigate the Prisoner of War - Missing in Action issue; and be it further
