A joint resolution proposing an amendment to the state
constitution of 1963, by amending section 51 of article IV, to
require the legislature to pass laws establishing affordable and
comprehensive health care coverage for all Michigan residents.
Resolved by the Senate and House of Representatives of the
state of Michigan, That the following amendment to the state
constitution of 1963, to require the legislature to pass laws
establishing affordable and comprehensive health care coverage for
all Michigan residents, is proposed, agreed to, and submitted to
the people of the state:
ARTICLE IV
Sec. 51. The public health and general welfare of the people
of the state are hereby declared to be matters of primary public
concern. The legislature shall pass suitable laws for the
protection and promotion of the public health. The legislature
shall pass laws to make sure that every resident of the state has
affordable and comprehensive health care coverage through a fair
and cost-effective financing system. The legislature shall pass
laws that, through public or private measures, control health care
costs and provide for medically necessary preventive, primary,
acute, and chronic health care needs.
Resolved further, That the foregoing amendment shall be
submitted to the people of the state at the next general election
in the manner provided by law.
