A bill to amend 1984 PA 431, entitled
"The management and budget act,"
(MCL 18.1101 to 18.1594) by adding section 456.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 456. (1) Subject to subsections (2), (3), and (4), each
house of the legislature shall use a zero-based budget review and
evaluation process when funding the state budget each fiscal
period.
(2) For the 2008-2009 fiscal year, the budgets for
agriculture, history, arts, and libraries, judiciary, human
services, military and veterans affairs, state police, strategic
fund agency, transportation, community colleges, and education or
their successor agencies shall be subject to a zero-based budget
review and evaluation.
(3) For the 2009-2010 fiscal year, the budgets for general
government, labor and economic growth, community health,
corrections, environmental quality, higher education, natural
resources, school aid, and all other budgets not described in this
subsection or subsection (1), or their successor agencies shall be
subject to a zero-based budget review and evaluation.
(4) Beginning with the 2010-2011 fiscal year and each fiscal
year thereafter, each budget described in this section shall be
subject to a zero-based budget review and evaluation every 2 fiscal
years.
(5) As used in this section:
(a) "Zero-based budget" means a budget that requires a state
agency to justify all requested expenditures rather than simply
justifying amounts requested in excess of the previous fiscal
year's funding.
(b) "Zero-based budget review and evaluation" means a
comprehensive review and evaluation of a state agency to do all of
the following:
(i) Determine if the merits of the activities of the state
agency support its continuation.
(ii) Recommend a budget amount for each of that state agency's
programs or services based on a justification by the state agency
of each of its programs and services from a zero-based budget.
