13. Michigan Public Safety Communications System. The Senate included $1.8 million GF/GP to help cover existing operational structural deficit. The Governor and House included $3.0 million. The Conference included $2.6 million. 2,600,000

1. DIT Efficiencies. The Senate and House removed current-year language requiring $609,000 GF/GP efficiencies to be taken. (Sec 310)
2. Gun Law Training. The Senate and House removed current-year language requiring Federal gun law training to be included in training curriculum for officers. (Sec. 602)
3. Certified Police Officers for Trooper Recruit School. The Senate and House added new language requiring the creation of a plan for operating smaller, frequent trooper schools consisting of recruits who are already certified law enforcement officers. (Sec. 241)
Conference Agreement on Items of Difference
4. LEIN User Fee Funding. The Senate added language modifying current-year LEIN language to require local users to pay 1/4 rather than 1/3 of system costs. The Conference maintained current-year language. (Sec 301)
5. Travel Restrictions. The Senate added language which provides for restrictions on travel when more than one employee is involved. The Conference included Leadership language. (Sec. 228)
6. Police Allocation. The Senate added language which provides for up to $200,000 to be used for a Statewide State Police allocation study. The Conference concurred. (Sec. 233)
7. Detroit Laboratory. The Senate added language which specifies that funds appropriated ($200,000) for the Detroit Crime Lab are to be used for the hiring of a quality control officer and a biologist. The Conference concurred with the Senate. (Sec. 503)
8. Internet Posting of Expenditures. The Senate and House added new language to require all fiscal year expenditures to be posted on public website. The Conference did not include this section. (Sec. 242)
9. Cost of Posting Expenditures. The House added language limiting the cost of posting Department expenditures to $25,000. The Conference did not include this section. (Sec. 243)
10. Speedway Assistance. The House included current-year language which would allow the Department to assist Michigan International Speedway if funds become available. The Conference concurred with the House. (Sec. 239)
11. Communications Towers. The Senate included current-year language requiring the Department to act as a liaison between local units and DIT to foster use of State communication towers. The Conference concurred with the Senate. (Sec. 307)
12. Funds Transfer. The Conference added language allowing the transfer of $1.9 million in State Services Fees Funds to the State Forensic Laboratory Fund to support State Police labs. (Sec. 504)
