  1. Trooper School. The Governor proposed a new trooper school with 100 recruits. 7,335,900
2. Forensic Sciences. The Governor included GF/GP to restore operations to Sterling Heights and Marquette crime labs (also in FY08 supplemental request). 2,000,000
3. Palm Print Analysis. The Governor proposed an increase of $1.0 million GF/GP and $1.5 million restricted to begin palm print collection and analysis. 2,500,000
4. Michigan Public Safety Communications System. The Governor included $3.0 million GF/GP to cover existing operational structural deficit. 3,000,000
5. Information Systems. The Governor included restricted funds of $222,800 for traffic crash reporting, 2.0 FTEs and $200,000 for new positions to handle increased workloads and $610,000 to reflect reorganization efforts. 1,032,800
6. Enforcement of Drunken Driving Laws. The Governor proposed Federal funds of $250,000 for training to administer sobriety tests and $615,000 for a toxicology grant. 865,000
7. AFIS Upgrade. The Governor included $200,000 restricted for technical upgrades. 200,000
8. Concealed Weapons Enforcement. The Governor proposed a $100,000 increase. 100,000
9. Adjustment for Federal Funds Received. The Governor's budget reflects reductions to expected appropriated levels of Federal fund support, in part due to expiration of previous allotments, including $50.0 million in Homeland Security grants, $1.5 million for anti-drug initiatives and $954,700 for traffic safety programs. 10. Mental Health Awareness Training. The Governor proposed a shift to the Judiciary budget (100,000)

12. Detroit Crime Lab. The House added a placeholder grant. 100
13. LEIN. The House added support for the Law Enforcement Information Network (LEIN). 1,000,000
14. Parole Absconder Sweeps. The House added GF/GP funds for increased activity. 1,000,000
15. Economic Adjustments. The Governor's FY09 economic adjustments include $733,400 GF/GP overall, and for DIT, a total of $55,500 ($45,200 GF/GP). 973,100
16. Other Changes. Governor included an elimination of $450,000 GF/GP due to completion of Calumet Post purchase, a restricted reduction to Communications of $213,800 and to DIT of $11,100 ($7,700 GF/GP) and an increase to 9-1-1 operations of $127,100 IDG to reflect revenue received. (547,800)

  Deleted Boilerplate Sections
1. Local Radio Tower Usage. House deleted language requiring assistance to locals who may wish to utilize State radio towers. (Sec. 307)
2. DIT Efficiencies. House deleted language requiring $609,000 GF/GP efficiencies to be taken. (Sec 310)
3. Gun Law Training. House deleted language requiring Federal gun law training to be included in training curriculum for officers. (Sec. 602)
Amended Boilerplate Sections
4. Certified Police Officers for Trooper Recruit School. House added new language requiring the creation of a plan for operating smaller, frequent trooper schools consisting of recruits who are already certified law enforcement officers. (Sec. 241)
5. LEIN User Fee Funding. House added language modifying current-year LEIN language to allow $1.0 million in State Services Fee Fund revenue to be appropriated to the Criminal Justice Information Service Fees Fund for reimbursing LEIN subscribers for technology costs, conditional on the maintenance of a fee structure maintained by the CJIS Policy Council.
