CONTENT
The bill would repeal Section 604 of the Michigan Telecommunications Act, which provides for the Act to be repealed on December 31, 2009.


The Act provides for the regulation of telecommunication providers by the Public Service Commission (PSC). The Act does all of the following:

-- Prescribes the PSC's powers and duties. -- Establishes procedures for the resolution of customer complaints and disputes between providers.
-- Authorizes the PSC to promulgate rules.
-- Regulates providers and rates.
-- Provides for the establishment of 2-1-1 community resource information and referral answering points.
-- Allows a public entity to provide telecommunication services within its boundaries, if certain conditions are met.
-- Specifies which services are regulated and which services are unregulated.
-- Prescribes prohibited conduct by telecommunication providers.
-- Establishes remedies and penalties for a violation of the Act.
