House Bill 5639 (Substitute S-1 as reported)
Sponsor: Representative Dudley Spade
House Committee: Education
Senate Committee: Appropriations
CONTENT
The bill would amend three sections of the Revised School Code. All three sections require competitive bidding, and the proposed changes would state that, all other things being equal, Michigan-based firms could be given preference when contracts were awarded. Section 623a governs the purchase of supplies, materials, and equipment by intermediate school districts; Section 1274 is a similar section, but for local school districts and public school academies. Section 1267 governs the competitive bid process for construction of new school buildings, or the addition to or renovation of existing school buildings.
MCL 380.623a et al.
FISCAL IMPACT
Since the language would not mandate that preference be given to Michigan-based firms when all other things were equal (e.g., bid price, quality of goods), but would allow the preference, there would be no local or State fiscal impact, because this is already an option under current law.
