Changes from FY 2006-07 Year-to-Date:
  1. Department of Transportation - Airport Improvement Programs. The FY 2007-08 Capital Outlay budget did not pass concurrently with other State budgets. Delays resulted from revenue issues and disagreements regarding State Building Authority projects. In order to avoid the potential loss of Federal Aviation Administration funding, the Legislature limited funding in House Bill 5221 to the Aeronautics Program. The balance of the Capital Outlay budget was subsequently included in Senate Bill 511.
House Bill 5221 includes funding for 105 airport improvement and maintenance projects throughout the State. Funding for the Airport Improvement Program increased from $166,457,200 to $183,191,300. Revenue adjustments included increases of $25,613,300 in Federal revenue, $2,561,100 in local aeronautics match, and $559,700 in State Aeronautics Fund revenue. A reduction of $12.0 million in Combined Comprehensive Transportation Bond Proceeds reflected the end of a five-year program for airport match. Attachment A provides a detailed listing of FY 2007-08 projects.
