House Changes to Senate-Passed:
  1. PILT. The House restored payments in lieu of taxes for land purchased by the Department. The Senate moved this funding to the Department of Treasury. 14,189,100
2. Timber Marking and Management. The House added funding from the Forest Development Fund for additional marking of timber and to enhance timber management. 2,000,000
3. Soil Conservation Districts. The House included funding for grants to soil conservation districts, but at a level lower than the amount appropriated by the Senate. (800,000)
4. Cormorant Control. The House added General Fund dollars to support a cormorant population mitigation program. 150,000
5. Chesaning Dam Removal. The House added General Fund dollars for removal of a dam in Chesaning. 30,000
6. Lake Level Assessments. The House added General Fund dollars to support lake level assessments that the Department must pay as a property owner on lakes for which assessments are made. 10,000
7. Fish Hatcheries. The House added Federal funding to support the six State fish hatcheries and fish educational programs. 500,000
8. MI Civilian Conservation Corps. The House included restricted funding and 3.0 FTEs to continue this program for one more year. The corpus of the Fund was depleted in FY 2006-07. 500,000

FY 2008-09 NATURAL RESOURCES BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2008-09 Senate-Passed:
  1. Sections Removed. The House removed current year sections included by the Senate regarding reports on policy changes and defibrillators in State parks.
2. Contingency Funds. The House concurred with the Governor to increase the appropriation of private contingency funds from $100,000 to $1.0 million. The Senate retained the current year level. (Sec. 222)
3. Restricted Revenue Shortfalls. The House included a statement of legislative intent to address a shortfall in the Snowmobile Trail Improvement Fund by January 15, 2009. (Sec. 224)
4. PILT Payments. The House added language directing the Department to make required payments by February 14 if a local unit submits billing that is accurate and complete by December 1. (Sec. 406)
5. PILT Transfer. The House did not transfer the payments in lieu of taxes to the Department of Treasury.
6. Cooperative Resources Program. The House amended the section to reflect the appropriation of $1.0 million included in Part 1 for the grants to soil conservation districts. (Sec. 802)
7. Island Lake Shooting Range. The House did not include language regarding contracts with concessionaires at the lsland Lake Shooting Range.
