CONTENT The bill would amend the Michigan Renaissance Zone Act to require the impact on utility ratepayers to be considered in the designation of a renewable energy facility renaissance zone.

Under the Act, upon the recommendation of the Michigan Strategic Fund board, the State Administrative Board may designate up to 10 renaissance zones for renewable energy facilities in one or more cities, villages, or townships if the municipality or combination of municipalities consents to the creation of such a renaissance zone within its boundaries.


When designating a renaissance zone for a renewable energy facility, the State Administrative Board must consider all of the following:

-- The economic impact on local suppliers who supply raw materials, goods, and services to the renewable energy facility.
-- The creation of jobs relative to the employment base of the community, rather than the static number of jobs created.
-- The viability of the project.
-- The economic impact on the community in which the facility is located.
-- All other things being equal, giving preference to a business entity already located in Michigan.
-- Whether the renewable energy facility can be located in an existing renaissance zone.


Under the bill, the Board also would have to consider the impact on utility ratepayers.
