Father in Heaven, we recognize that righteousness and justice have formed the foundation of Your throne. Out of the creation of Your creation order, we have stability instead of chaos, we have life instead of death, and we have beauty and not darkness. So, Father God, this day we admit our need for divine guidance. We rely upon Your Holy Spirit to lead us and to guide us. Father God, forgive us for the things that we ought to have done but have not. Forgive us for the things that we have done, but we should have not, Lord.
Lord, gracious God, we thank You that we have a government of order. We have a government and a place of leadership that honors You and recognizes Your goodness in the leading of Your Holy Spirit. Lord God, I pray for the Legislature, for their wisdom, that they may also have discernment. Lord, I pray for knowledge that comes from on high and not from our own understanding. Lord, give wisdom in complex decisions. Give peace as decisions are made.
My God, we pray that You may bless their families as they spend a long time, hours away from their families. Build up strong marriages even in the midst of the spouses who are represented here, Lord. Lord God, we pray that they may be a model of righteousness and holiness even as they lead this state.
So, Lord God, we thank You for this morning. We thank You for the freshness of rain. We thank You for Your beauty around about us and outside, for the beauty of these chambers, and for the beauty of Your Holy Spirit living within us.
Lord, we pray these things, recognizing Your leading, Your guiding, and in the name of Jesus Christ alone. Amen.

Senator Thomas' statement is as follows:
I, too, rise in support of the Cassis substitute. It creates key points of difference necessary to continue this process moving forward. While it doesn't necessarily get us to the final deal, it does create the doorway to get us there. It is a framework for completion of our work that we hope we can do in the next week.
With that in mind, I will also support this sub and the bill so that we can send it back to the House and go to a very agreeable conference committee.

In his groundbreaking novel of 1961, Nobody Knows My Name, Mr.Baldwin wrote, "Where there is no vision the people perish." Where there is no vision the people perish. It is a simple but profound statement. We, in this body, are responsible for protecting the people and assuring they do not perish. That means we must have the vision to pass legislation that will promote fairness, equality, and protection under the law.
My insurance legislation assumes that you have the vision to see what will promote justice, equity, and honesty in setting insurance rates for all Michigan residents. It is time to display your vision. Please move my bills.

Senate Bill No.504, entitled
A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 3101,3109, 3112, 3115, 5303, 8201, 8202, 8203, 8206, 8801, 8802, and 8803 (MCL 324.3101, 324.3109, 324.3112, 324.3115, 324.5303, 324.8201, 324.8202, 324.8203, 324.8206, 324.8801, 324.8802, and 324.8803), section 3101 as amended by 2006 PA 97, section 3109 as amended by 2005 PA 241, section 3112 as amended by 2005 PA 33, section 3115 as amended by 2004 PA 143, section 5303 as amended by 2002 PA 398, sections 8201, 8202, 8203, and 8206 as added by 2001 PA176, and sections 8801, 8802, and 8803 as added by 1998 PA 287, and by adding section 8209.
With the recommendation that the substitute (S-4) be adopted and that the bill then pass.
The committee further recommends that the bill be given immediate effect.
