Reverend Winston Bourne of Seventh-Day Adventist Church of Highland Park offered the following invocation:

Almighty God, once again the Senators of this great state of Michigan, representatives of their various districts, gather together to convene another session of the Senate and to invoke Your guidance and divine wisdom during their many deliberations.

At this moment, Almighty God, we remember our brave and courageous sons and daughters over in Iraq and ask Your continued protection of their lives. We remember those who have lost their lives. We remember those who have lost their lives in combat and pray that You will grant them comfort and peace to their family members. We pause even now in a moment of silence to remember these brave and distinguished servicemen and women who died serving this great nation.

Let us pause for a moment of silence and also remember the family members of the students of Virginia Tech who were shot.

Then, too, dear God, we remember the great Governor of this state, Jennifer Granholm, that You will grant her insight and discernment and knowledge and wisdom to lead this great state unto the road to economic recovery and prosperity.

We thank You for this great nation, a nation founded on justice and equality. We pray that its leaders will continue to trust in You, the God of the universe. We pray for the President and his Cabinet, that You will endow them with wisdom so that they may demonstrate the courage and tenacity to lead this nation aright.

Almighty God, even now with the turbulent waves of economic problems, the choppy waters of social issues, and the ferocious winds of ethical issues that beat against the ship of state, I pray that You will grant these noble Senators the insight and courage, the fortitude and wisdom, the endurance and bravery, the strength and resoluteness that will assist them in navigating competently the ship of state during these difficult times into a safe and secure harbor for the millions of Michiganders.

I also pray, dear God, that these learned Senators like the state bird of Michigan would ban together to drive away the many predators in our society that prey upon the social and economic fabric of this great state; that they would ban together to drive away the predators of crime, the predators of violence, and the predators of illegal drugs; thus ensuring a better quality of life for all of us.

Moreover, I pray that the members of this Senate would ever be mindful to uphold a high and noble principle of the Constitution of the United States of America which states that all men are created equal and that they are endowed by their Creator with certain unalienable rights; that among these are liberty, life, and the pursuit of happiness.

And finally, Almighty God, in the words of the serenity prayer, I pray that You will grant these distinguished, dedicated, and devoted public servants the serenity to accept the things they cannot change; the courage to change the things they can; and wisdom to know the difference.

I pray today in the name of Almighty God. Amen.

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, local bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," (MCL 247.651 to 247.675) by adding section 9c.

A resolution to memorialize the Congress of the United States to provide assured funding for veteran health care.

Whereas, The American people hold the members of our Armed Forces in the highest esteem. These service members take an oath to protect us and place their very lives at risk to fulfill that oath. The American people, through our government, have an obligation to help those who are wounded or ill because of their military service recover their health to the greatest extent possible; and

Whereas, The United States Department of Veterans Affairs provides medical care for our veterans. The funding for this health care provided at Veterans Affairs facilities is appropriated each year by Congress as part of the discretionary budget. Each year, the budget to fund Veterans Affairs health programs and facilities has been underfunded; and

Whereas, This serious and now chronic shortfall affects the access to and the quality of medical care services that the department provides for our veterans. The priority of serving veterans must be absolute and irrevocable, and must be the foundation for the medical services that our nation provides through the Department of Veterans Affairs; now, therefore, be it

Resolved by the Senate, That we memorialize the Congress of the United States to provide assured funding for veteran health care; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The incredible activist, singer, and actor Paul Robeson said, "Mass action in political life and elsewhere is power in motion, and it is the way to win."

Standing before you every session day for more than three years is my way of seeking mass action on the issue of insurance rates in Michigan. And my goal--yes, my dream--is to put that power in motion so that every resident will have access to affordable and accessible insurance.

If we could join together to bring that about, every driver in this state could be a winner, and so could we for bringing it about. I urge my colleagues across the aisle to put their power in motion and take up my insurance bill.

Senator Clarke's statement is as follows:

Last week, CBS decided to fire Don Imus for making comments that were considered inappropriate, racist, and sexist, and I agree. However, many have said that Mr.Imus' statements were racist because he was white. I don't believe that the color of the speaker dictates whether the remarks are appropriate or not. If it wasn't appropriate for Mr.Imus to say, then it's not proper for anyone to be able to make those similar statements regardless of the format of the media involved.

These kinds of statements are not only insulting to African-American women, I believe that the popular media now has glamorized violence against innocent women. As a matter of fact, the media itself has changed over the past few decades. It has become so pervasive. Media technology and messages invade every aspect of our lives and our consciousness. The interactive nature of the media now is so engaging. It is so captivating that the degrading and violent messages of the media influence our young people, and that brings me to what happened yesterday at Virginia Tech.

To me, it doesn't matter. You know, I was just going to comment on what happened yesterday at Virginia Tech. Many of you realize my feelings about violent video games and that this Legislature had attempted to regulate their sale to minors because some aspects of those games actually encourage our young people to win these games by simulating the killing of innocent people with pinpoint accuracy.

Regardless if the shooter yesterday at Virginia Tech was a gamer or regardless of his motive, what is very clear right now is that our popular culture in this country has become too degrading and too violent. It has had an impact on our society's values, and it has influenced the behavior of our young people. That is why I am requesting that CBS, the entertainment industry, video game developers, film producers, and other major media producers refrain from promoting degrading and violent messages.

I will also request that the trade associations that represent the media as a whole to establish higher standards of decency to stop the degrading, sexist, racist, and violent messages that now permeate every aspect of our society.
