Comments and Recommendations
Rep. Angerer moved that the following remarks be printed in the Journal.

Rep. Sheen:
“It has been a privilege and honor to serve as a Michigan State Representative and it should be. These chambers have been graced by state leaders who have led us, fought for us, and prayed us through the Civil War, the Industrial Revolution, the rise of America as the great Arsenal of Democracy and most free and prosperous nation the world has ever seen. They guided us through WWI, the Great Depression, WWII, the atomic age and the nuclear threat which accompanied it, the birth and death of the Cold War, and all the other economic, state, national, and international conflicts. This chamber has presided over good times and bad. For much of the last century, we were the envy of not only the nation, but the entire world. Henry Ford created the automobile and Detroit created the assembly line which provided unprecedented opportunity for regular citizens to make a good living, raise and educate their families, and buy their own homes. People came to Michigan from all over the nation and the world to continue to live the American dream which was started by those who farmed and settled this state and this nation.
We have a rich heritage, and we should be proud and thankful for all that was accomplished by those who came before us. However, it is 2008 and things have dramatically changed. Michigan is no longer the envy of the nation. We are last in too many things we should be first in, and we are first in too many things we should be last in. The once great auto industry is teetering on the edge of bankruptcy. More people are leaving Michigan than any other state, because they can no longer provide for their families. Most of our college graduates and skilled workers are leaving, because it doesn’t matter how educated or skilled someone is, if there is no work they must go to where there is work. We have the highest unemployment and the greatest job loss overall of any state.
Our taxation systems are complicated, convoluted and uncompetitive; our regulatory systems are costly, confusing, and just as complicated and uncompetitive as our taxation system. Term limitations, although well intentioned, have handicapped the Legislature’s ability to grapple with the problems of the day. They have made the Legislature more political, not less political. Term limitations have left us devoid of statesmen; nobody can ever rise to that stature and expertise. The average long term memory goes back only six years, and our future outlook stretches only to the next general election.
We spend a lot of time trying to figure out how to politically outmaneuver the other party and the next person we may be running against in the next election. This is time which should be spent on coming up with real answers and solutions, not political ones. We must stop legislating perception and start legislating reality. After six years I have concluded that neither the House nor Senate are in control, neither the Republicans nor the Democrats are in control, nor is the Governor. The Bureaucracy are the ones who are in control, they remain in Lansing no matter who is Governor and no matter who is in power. It was never the intention of the writers of our state constitution that an unelected bloated bureaucracy be in control. Our citizens expect their elected officials to represent them and be in control.
I do not believe the problems we face are insurmountable. In fact some of them are simply a matter of mathematics. If you can add and subtract you can balance the budget and come up with a new taxation system. However, what those numbers represent, what to keep and what to cut, is the difficult part, but that is what we were sent here to do, make the difficult decisions, that is why we get paid $80,000 dollars a year. I have never passed or not voted when in committee or on the floor, I was sent here to make decisions and vote and that is what I have done. Lansing has not changed me, but unfortunately neither have I changed Lansing. I go out as I came in: a Christian Conservative. I incorporate my faith into both my private and public life; Jesus is my Lord and my King and I serve Him first and foremost. I believe in the right to life, that a marriage is between one man and one woman, and that the Constitution states that government is supposed to stay out of the church and not vice-versa. I believe in free enterprise and unfettered capitalism. I think a government deficit is a spending problem NOT a revenue problem. I think that welfare should be a hand-up, not a hand-out, and that government should get out of the way of business and stay out of the lives of its citizens. The thing I have disliked the most about Lansing is the political game board mindset which permeates this place and allows politics to trump policy almost every time. What I have enjoyed most about being a state representative is being able to help an individual citizen, family, or small group with a problem. Sometimes all they need is someone to listen, to encourage them, to care, or just to make a simple phone call which puts their name at the top of the list.
To the 46 newly elected representatives and to those who are returning; make sure you have a life outside this position, don’t let this position define you, you define it, it’s a job not an identity. To all of my colleagues and those in Lansing: Take Care & God bless.”
Rep. Palsrok:
“Today, as I near the end of my service as a state Representative, I would like to thank some people who have been instrumental to me in the last six years.
First, to my wife Emily, thank you. Only you and I will know the countless sacrifices that you have made in order for me to serve in this position. The endless meetings…dinners away from home…door to door campaigning…the phone calls from constituents…parade after parade…the late night sessions. You have always found the delicate balance of being supportive, understanding, and fiercely loyal while at the same time providing great humility to me. For your devotion…I say thank you and I love you.
Also, to my children: Kathryn and Zachary. Although you are too young to really understand all this right now. I hope someday you will come to know that I always tried to make decisions that would improve your future in this our great State of Michigan.
To my parents, Edward and Sally; my brothers Rocky, Jeff, and Dan and their families, thanks for all the help. I strived to make you proud and to always honor the family name…I hope I succeeded.
To my staff, Steve Daunt who has served with me the entire six years and has served the district for 16 years. As we have shared life’s highs and lows together, I hope you know that you are more than an employee, but a true friend. Also, to Matt Mika, Melissa Topolewski, and Jordan Hankwitz who served for two years each…thank you all for your work on behalf of the people of the 101st district.
To my colleagues, I am not going to mention anyone by name, out of the fear of leaving someone out and quite frankly there is simply not enough time to mention you all by name. But, let me say this…you have all had a profound impact on me over the past six years. I am most grateful to have had the opportunity to learn from you all. I am certain that I will carry many of the friendships forged here, on both sides of the aisle, throughout my entire life.
Finally, to my constituents, thank you for the opportunity to serve you and your families for the past six years. When I was first campaigning, I was fond of using the Lincoln quote: ‘I like to see a man proud of the place in which he lives, I like to see a man live so his place will be proud of him.’ I am so proud to be from Northern Michigan and I have worked every single day to ensure that you would be proud of me. Thank you, your trust placed in me will never be forgotten.

A resolution to memorialize Congress and the President to support the Growth Options for the 21st Century mission of increased freight rail capacity.

Rep. Stahl moved to substitute (H-1) the resolution as follows:
Substitute for House Resolution No. 380.
A resolution to memorialize Congress and the President to support the Growth Options for the 21st Century mission of increased freight rail capacity.
Whereas, The nation is facing a freight mobility crisis. State and federal transportation officials project that freight volume in the United States will increase by more than 67 percent over the next 20 years; and
Whereas, The nation’s highways are already stretched to capacity and the efficient movement of goods is directly related to the strength of our nation’s economy and its citizens’ quality of life; and
Whereas, Increased freight rail capacity will benefit the citizens of Michigan by relieving worsening congestion, reducing highway cost, providing a critical intermodal link, and improving air quality and fuel efficiency; and
Whereas, The border between Michigan and Ontario is the busiest international commercial border crossing in the world, and increased rail capacity will significantly improve the movement of rail freight between the United States and Canada, thus securing the economic strength of the border crossing and increasing economic growth opportunities for Michigan and the United States; and
Whereas, Tax incentives for rail capacity enhancements, such as those found in the Freight Rail Infrastructure Capacity Expansion Act currently under consideration in Congress, would help bridge the funding gap and produce public benefits that would far exceed the cost of the incentives. A relatively modest public investment in freight rail infrastructure would yield an impressive return on investment in the form of savings to motorists, businesses, and taxpayers; and
Whereas, The mission of Growth Options for the 21st Century is to build a stronger economy, reduce highway congestion, improve air quality, use tax dollars more efficiently, and improve the quality of life by advocating increased use of freight rail transportation; and
Whereas, Limiting investments in rail infrastructure would lead to more truck traffic on overcrowded highways, higher commuter costs, a greater burden on taxpayers for highway infrastructure repairs, fuel waste and increased air pollution, higher costs for businesses and consumers, and fewer jobs in the rail industry; now, therefore, be it
Resolved by the House of Representatives, That we memorialize Congress and the President to support the Go21 mission of increased freight rail capacity and enact the Freight Rail Infrastructure Capacity Expansion Act; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

House Resolution No. 463.
A resolution to commemorate December 13th, 2008, as S.S. Leopoldville Remembrance Day in the state of Michigan.
Whereas, The Belgian transport ship S.S. Leopoldville, an 11,500-ton passenger liner, was converted to a troopship in World War II; and
Whereas, The S.S. Leopoldville was built to carry 360 passengers, but set sail in December 1944 to patrol the English Channel with 2,235 men of the 262nd and 264th Infantry Regiments of the 66th Division to help secure freedom and democracy; and
Whereas, The Allies were sending every available replacement to deal with the German threat, an additional 237 crew members, including 93 native Belgian Congo natives and 24 British seamen took this fateful journey to man the guns that were aboard the ship; and
Whereas, This ship was described by many as, “A run down ferry boat, rather than a transport ship”; and
Whereas, This time of year storms, rough seas and frigid waters were a present danger during the month of December in 1944, just five months prior to the end of World War II; and
Whereas, German U-boats in the channel posed a serious threat, having torpedoed another troop carrier on December 23rd in the Channel just outside Cherbourg, and the call for troops needed at the front was critical; and
Whereas, To speed the process and deliver the necessary replacement troops to the front, it was indicated that customary precautions were disregarded, while lifeboats were not hung over the sides of the ship as required, there were not even enough life jackets for each person on board, and no instructions were provided for their use to help save lives in mortal danger; and
Whereas, Every man aboard was packed into every nook and cranny of the ship for the half-day transport to the front, the emergency drills were abandoned; and
Whereas, No lifeboats were available in case of emergency, many other important safety measures were neglected due to priorities in the hasty delivery of troops; and
Whereas, Tragically, a torpedo from a German U-boat struck the S.S. Leopoldville of that fateful day on Christmas Eve, December 24th in 1944, resulting in the loss of more than one thousand men’s lives; and
Whereas, Those who did survive the reckless abandon of safety measures and an equally disastrous rescue attempt, the 1,400 survivors of this tragedy were sent to hospital in Cherbourg, rather than to the front for service; and

A resolution recognizing the 67th anniversary of the attack on Pearl Harbor.
Whereas, On the morning of December 7, 1941, America was attacked without warning at Pearl Harbor by the air and naval forces of Imperial Japan. More than 2,400 people perished and another 1,100 were wounded, triggering our nation’s entry into World War II; and
Whereas, On December 7, 2008, we honor those who lost their lives 67 years ago and all veteran’s who have fought to preserve our freedom and democracy; and
Whereas, Today, we also recognize the citizen’s of Michigan who answer their country’s call to the battlefield, to the factory, and to the farm, remembering Pearl Harbor by their deeds, their devotion to duty, and their willingness to fight for freedom; and
Whereas, The attack at Pearl Harbor fired the American spirit with a determination that freedom would not fall. The tragedy of December 7, 1941, remains upon the memories of the citizen’s of the state of Michigan, as well as, our great nation. Whereas, Representative Accavitti has had a long and notable career in governmental and community service. He served Eastpointe as planning commissioner, city councilman, and mayor. Representative Accavitti has made a positive contribution in numerous community organizations, including the Eastpointe Lions Club, the Eastpointe Historical Society, the Friends of the Roseville Library, and the Eastpointe Community Chest; and
Whereas, Representative Accavitti, a former owner of a retail appliance store, began his career in the House of Representatives in 2003, and since that time he has consistently worked to benefit his constituents and all the people of Michigan. Whereas, Fran Amos earned her bachelor’s degree from Oakland University, and she received the university’s Distinguished Alumni Service Award in 1990 and the Outstanding Alumni Service Award from the School of Business in 1985. Because of her involvement with the School of Business Alumni Association, the school named a scholarship after her in 1989; and
Whereas, Prior to being elected to the House of Representatives, Fran Amos was an executive with Ameritech, where she was recognized numerous times for her endeavors. In 2000, the American Business Women’s Association named her as one of the top 10 business women in the nation. The Waterford chapter named her Woman of the Year in 1987-1988 and 1999-2000. Representative Amos also served on the Oakland County Board of Commissioners, and while on the board she was elected as vice-chair. She also served as a member of the Oakland County Mental Health Board from 1996 to 2000 and was chair of the board from 1997 to 2000; and
Whereas, Her expertise in education, mental health, economic development, and the arts and her commitment to excellence in public service greatly enriched the efforts of the legislature over the past 6 years. His election in 2002 gave him the opportunity to represent the citizens of the Twenty-fifth District. Representative Bieda has been an outspoken leader on issues that impact the lives of citizens across the state; and
Whereas, Steve Bieda has accomplished much through his involvement in community and legislative service. He attended Warren’s Cousino High School and earned a bachelor’s degree in public affairs and a master’s degree in public administration from Wayne State University. In addition, he received a J.D. degree from the University of Detroit-Mercy Law School, and he has been an attorney in private practice specializing in estate and tax planning. For a time, he served as the city of Warren’s labor relations director. He also served as a senior policy analyst for the Michigan House of Representatives. His interest in helping his community has been exhibited in numerous ways, including serving as legal counsel for the Warren Jaycees and the American Polish Century Club; and
Whereas, For 6 years, Representative Bieda has served his constituents extremely well in the House. He has worked assiduously as a member of the committees on Judiciary, Ethics and Elections, Labor, Transportation, and the Michigan Capitol Committee. Whereas, A lifelong resident of Escanaba, Tom Casperson brought a wealth of knowledge to the legislative process from his more than 25 years of experience working for and running his family’s log trucking business. He has been a leader in promoting safe timber hauling, and has served on the board of directors and the transportation committee of the Michigan Association of Timbermen, held the presidency of the Michigan Professional Log Truck Council, and been a member of the legislative committee of the Timber Producers Association; and
Whereas, Representative Casperson’s experience and knowledge on forestry, transportation, and business issues have served as an invaluable resource for the Michigan Legislature. During his tenure, he has served as the assistant majority whip, as the chair and minority vice-chair of the standing committee responsible for natural resources, forestry, outdoor recreation and tourism, and as a member of the Transportation, Agriculture, Energy and Technology, and Veterans Affairs and Homeland Security Committees and numerous subcommittees. Whereas, Bruce Caswell earned his bachelor’s and master’s degrees from Michigan State University. For over 30 years, he taught history, mathematics, and physics in Michigan’s public schools, eventually rising to the position of superintendent. At the same time, Representative Caswell was an active member of his community, serving for 20 years as township supervisor for Adams Township, working for 22 years as a county tax assessor and giving his time to many worthy causes. Over the years, he has received numerous awards for his civic participation; and
Whereas, Representative Caswell has continued his commitment to his community and the state of Michigan as a member of the House of Representatives. Throughout his entire legislative career, he has been a leader on the Appropriations Committee, serving in the past as chair of the subcommittees responsible for community colleges, community health, and fiscal oversight. Whereas, Representative Cheeks brought her experience and energy to the Michigan House of Representatives in 2002, and has fought since then to help better the lives of people in her community and throughout Michigan.
