1. Amend page 2, line 9, after "$400,000,000.00" by striking out "$810,000,000.00" and inserting "$815,000,000.00".
2. Amend page 2, line 12, after "12.256," by striking out "$202,800,000.00" and inserting "$207,800,000.00".
The Senate has passed the bill as amended, ordered that it be given immediate effect and pursuant to Joint Rule 20, inserted the full title.

A resolution to urge Michigan's public universities to adopt policies to prohibit investment in nations identified by the United States State Department as state sponsors of terrorism.
Whereas, The effort to safeguard our country and its citizens from terrorism will be most effective when it is comprehensive in nature. In addition to the obvious components of national defense and homeland protection and public safety measures, attention to investments made in countries sponsoring terrorism should be part of this effort. Given the nature of the threats to our safety, minimizing access to financial resources is clearly a significant part of the issue of dealing with those who would harm innocent people; and
Whereas, Many states, communities, and institutions have taken or are considering actions to restrict investment in countries that are known to support terrorism. This movement is a most appropriate step to encourage. Divestiture initiatives have proven effective in the past; and
Whereas, Michigan's universities carry out a host of worthwhile activities all around the world. These activities, which range from health care to agriculture and education, enrich many lives. They also represent a significant investment of resources, which can be misused. Programs with the best of intentions can make it easier for a murderous government to remain in power; and
Whereas, All steps must be taken to join the community of nations in isolating regimes that advance terrorism. The costs of not taking every possible action are far too high; now, therefore, be it
Resolved by the House of Representatives, That we urge Michigan's public universities to adopt policies to prohibit investment in nations identified by the United States State Department as state sponsors of terrorism; and be it further
Resolved, That copies of this resolution be transmitted to the governing boards of each of the state's public universities.

A resolution recognizing the Cooperative Elevator Company of Pigeon, Michigan as the 2006 Agricultural Exporter of the Year.
Whereas, The agricultural industry is Michigan's second largest industry and contributes $60.1 billion annually to Michigan's economy; and
Whereas, Encouraging the exportation of Michigan's agricultural products is important to expand trade markets available to Michigan producers; and
Whereas, Michigan is second in the nation for agricultural diversity and exports one-third of its agricultural commodities every year. Recent studies show these exports generated $961 million in 2005 and contributed to the employment of more than 12,877 residents; and
Whereas, The Michigan Department of Agriculture annually recognizes one exporter as the Michigan Agriculture Exporter of the Year; and
Whereas, A committee representing Michigan's agriculture industry recommends to the Department of Agriculture one applicant to receive the award who grows, manufacturers or produces at least 50 percent of their product in Michigan.The winner is chosen based upon their marketing plans, ability to expand to new markets, alliances with other organizations and export sales growth over the last three years; and
Whereas, The Cooperative Elevator Company headquartered in Pigeon, Michigan, with nine plants in other Michigan cities throughout the thumb area, has been in business since 1915 and owned by more than 900 Michigan farmers, was recognized as the 2006 Michigan Agriculture Exporter of the Year; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body recognize the Cooperative Elevator Company of Pigeon, Michigan as the 2006 Agricultural Exporter of the Year.

The Senate has amended the House amendment to the Senate substitute (S-3) as follows:
1. Amend the House Amendment, page 5, following line 2, after "MCL 393.508b" by striking out the balance of the enacting section and inserting a comma and "takes effect October 1, 2007 and applies to crimes committed on or after that date.".
The Senate has concurred in the House amendment to Senate substitute (S-3) as amended.
The Speaker announced that pursuant to Rule 42, the bill was laid over one day.
