"God, we come to You in the name of Jesus, asking for divine protections for the people of this state. We pray for the security of every man, woman and child.

Father, we pray that You would raise up people of skill and wisdom who might have a positive affect on the economy of our state. Grant them inspired ideas and the tools to execute their vision. In Your name, Lord, the citizens of our great state have shown themselves to be generous. We pray that You would help us prosper more and more so that we may continue to help the less fortunate.

Also Lord, we pray for You to keep us safe. Give wisdom, understanding and discernment to those who provide protection and give us the insight to make our state a peaceful place to live, work and play. Most especially God, we pray for our soldiers, sailors and airmen. We pray they come home safe to friends and family. We also ask You to protect the families of the fallen and to honor those who have made the ultimate sacrifice, so that we may enjoy freedom without fear.

A resolution marking the 62nd anniversary of the end of the Holocaust, and declaring April 18, 2007, as Holocaust Remembrance Day in the state of Michigan.

Whereas, The horrors of the Holocaust should never be forgotten. This year marks the 62nd anniversary of the end of the Holocaust, which was ruthlessly and tragically carried out by Nazi Germany under the leadership of Adolf Hitler and his collaborators; and

Whereas, The Holocaust involved the genocide of millions of innocent Jewish men, women, and children and other minorities throughout Europe. In addition, there was an enormity of suffering inflicted on the many survivors through mistreatment, brutalization, violence, torture, slave labor, involuntary medical experimentation, death marches, and numerous other acts of cruelty that have come to be known as "crimes against humanity"; and

Whereas, In the past 62 years, the Holocaust has provided the people of the world with a critical lesson in the importance of compassion, caring, and kindness. The Holocaust also has served as a reminder of the dangers inherent in bigotry, racism, and intolerance in the world; and

Whereas, Recognition of the 62nd anniversary of the end of World War II and the liberation of the concentration camps is crucial. We encourage all Americans to commemorate the occasion through reflection, acts of compassionate caring, and learning about the terrible consequences and lessons of the Holocaust; and

Whereas, On April 18, 2007, we recognize the Holocaust Commemoration Ceremony, Legacies of Justice, in memory of the 62nd anniversary of the liberation of Nazi concentration camps and the subsequent prosecution under international law of the major Nazi war criminals at Nuremberg, Germany; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body mark the 62nd anniversary of the end of the Holocaust and declare April 18, 2007, as Holocaust Remembrance Day in the state of Michigan.

House Resolution No. 55.

A resolution to memorialize the Congress of the United States to enact and the President of the United States to sign the Water Quality Investment Act of 2007.

Whereas, Sewer overflows of raw and partially treated sewage is a chronic problem in Michigan and throughout the nation. Sewer overflows are a serious threat to public health and safety, polluting our water and forcing beaches to close, contaminating drinking water, and limiting recreational opportunities; and

Whereas, Hundreds of Michigan communities experience sewer overflows, spilling nearly 20 billion gallons of raw or partially treated sewage annually into Michigan's lakes and rivers; and

Whereas, Federal requirements to update and repair aging sewer systems that contribute to sewer overflows cost billions of dollars, straining local and state resources. Nationally, there is projected to be a $6 billion per year shortfall between the level of funding needed and current funding levels. In Michigan, the Auditor General estimated that it could cost as much as $530 million per year to address Michigan's sewer system's needs; and

Whereas, The Water Quality Investment Act of 2007 (H.R. 569) would authorize $1.7 billion in federal grant funding over the next five years to eliminate sewer overflows; and

Whereas, Michigan has a major stake in the condition of the Great Lakes. In addition to the public health aspects of this critical issue, the state's tourism industry, which is a leading component of our state economy and the strength of so many communities, is impacted dramatically by the quality of the lakes; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact and the President of the United States to sign the Water Quality Investment Act of 2007; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

Senate Bill No. 345, entitled

A bill to amend 1974 PA 198, entitled "An act to provide for the establishment of plant rehabilitation districts and industrial development districts in local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain facilities; to impose and provide for the disposition of an administrative fee; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of the state tax commission and certain officers of local governmental units; and to provide penalties," by amending section 9 (MCL 207.559), as amended by 2006 PA 436.

The following message from the Governor was received March 22, 2007 and read:

EXECUTIVE ORDER

No. 2007 ­ 3

IMPLEMENTATION OF EXPENDITURE REDUCTIONS UNDER

SECTION 20 OF ARTICLE V OF THE MICHIGAN CONSTITUTION OF 1963

WHEREAS, under Section 20 of Article V of the Michigan Constitution of 1963, the Governor, with the approval of the appropriating committees of the House of Representatives and the Senate, shall reduce expenditures authorized by appropriations whenever it appears that actual revenues for a fiscal period will fall below the revenue estimates on which appropriations for that period were based, and the reductions shall be made in accordance with procedures prescribed by law;

WHEREAS, it appears that actual revenues for the fiscal period beginning on October 1, 2006 and ending on September 30, 2007, will fall below the revenue estimates on which appropriations for that period were based, the estimates having been determined by the Legislature as required under Section 31 of Article IV of the Michigan Constitution of 1963;

WHEREAS, pursuant to Section 391 of The Management and Budget Act, 1984 PA 431, MCL 18.1391, on the basis of written information from the State Budget Director and the State Treasurer, it appears that actual revenue will fall below such revenue estimates;

WHEREAS, there is an unanticipated loss of funding that the departments and agencies of state government do not expect to obtain or make up during the current fiscal year;

WHEREAS, expenditure reductions totaling $274,245,000.00 general fund-general purpose and $70,383,100.00 special purpose funds are necessary;

NOW, THEREFORE, I, Jennifer M. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in the Governor under the Michigan Constitution of 1963 and Michigan law, and with the approval of a majority of members of each appropriations committee, order the following reductions in expenditures:

A. Portions of general fund-general purpose expenditures authorized by appropriations amounting to $274,245,000.00 contained in the following public acts are reduced. Where the expenditure reductions of general fund-general purpose appropriations in this Order reduce the restricted portions of gross appropriations and sources of financing that will be earned, the amounts to be reduced shall be provided separately to the State Budget Director for approval and entry into the accounts.
