Gracious Father, God, we thank You on this day. We pray, God, Your blessings upon this gathering, upon this session. We thank You, Father, for all the things You've done today to bless us to get us to this place. Now, God, we ask that You intercede, that You allow Your presence to be felt inside of this meeting. We thank You, Father, for each representative who is represented in this place. We pray, God, that You will continue to edify and strengthen the strength of this meeting and this community and that Your will will go forth in everything that is done and said on today. We believe, Father, that You are consistently in everything that we do and everything that we say.

Now, Lord, allow Your Spirit, Your power to be able to move in this place. We thank You, God, that You will continue to edify, to lift up, and to strengthen the nature of not only this state, but this community and all the things that are done be done according to You and Your purpose.

Senate Resolution No.162.

A resolution to memorialize Congress to increase funding to fully implement the Vaccine for Children program.

Whereas, The Vaccine for Children program is an outstanding example of a successful public-private partnership between the United States Centers for Disease Control and Prevention and healthcare providers. Vaccines purchased with the buying power of the federal government are distributed, at no cost to the patient or provider, to all participating providers caring for uninsured and underinsured children, Medicaid recipients, and Native Americans and Alaskan Natives. By distributing three-fourths of all the publicly funded doses, the Vaccine for Children program gives eligible children access to newly recommended vaccines and strengthens immunity levels across the community. Further, the program delivers vaccines to children as part of their routine, primary care rather than diverting them to public health departments; and

Whereas, A list of vaccines to be administered through the Vaccine for Children program is developed through sound, scientific review. The Advisory Committee on Immunization Practices is authorized in statute to establish the list of vaccines to be administered through the program. Fifteen experts in infectious disease and immunization who sit on the committee meet publicly three times a year to consider revising the list through the addition of new vaccines or revising existing vaccine resolutions. The list then provides the basis for the Centers for Disease Control and Prevention to negotiate contracts for the purchase of large quantities of childhood vaccines; and

Whereas, The Vaccine for Children program adheres to the Vaccine Management Business Improvement Project, which leverages commercial best practices in vaccine procurement, ordering, distribution, and supply management. The program saves money for states through bulk purchases and eliminates variations in price from state to state. By managing public resources so astutely, the program has achieved the ultimate goal of eliminating cost as a barrier to vaccinating eligible children; now, therefore, be it

Resolved by the Senate, That we memorialize Congress to increase funding to fully implement the Vaccine for Children program; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

I'm sure all of my colleagues have noted the absence of the good Senator from the 2nd District today. In her absence, I would hate to see her string of speeches under Statements come to an end, so I am once again standing up to maintain her string. If I could put her arguments as concisely as possible, I would say that insurance rates are too high.

Senator Cropsey's statement is as follows:

September is Substance Abuse Awareness Month. You've heard me speak here before about the significant negative impact of substance abuse on our citizens, businesses, and our government, but we had a report within the last few weeks that quantify the damage.

According to a Michigan Department of Community Health analysis, nearly 1.3 million people in Michigan--that's 13 percent of our population--have an alcohol or drug abuse or dependence problem. Eleven percent of the children in Michigan live in households that have at least one parent who's in need of treatment for alcohol or illicit drug abuse.

According to a 2001 study by the Robert Wood Johnson Foundation, the cost to Michigan from untreated alcoholism and drug abuse is $5.5 billion annually. It has been documented repeatedly that untreated substance abuse disorders drain scarce state resources. Every year between 1994 and 2004 in Michigan, 35 to 39 percent of all fatal crashes and all fatalities from those crashes involved alcohol or drugs. Eighty percent of our prison inmates have alcohol or drugs implicated in their crimes and incarceration.

Now listen to this--50 to 75 percent of children in protective services cases or out-of-home placement in foster care have family alcohol and drug abuse involvement. According to a national study, on average, Michigan spends 13 percent of its annual budget on shoveling up the wreckage of substance abuse and addiction.

Studies repeatedly demonstrate that treatment works and that the cost of treating dependence and abuse is offset by greater savings to the state and local communities. One area that we voted to do was establish drug treatment courts. In Kalamazoo County, the Office of Drug Treatment Courts reported employment and criminal recidivism rates from a three-year follow-up on persons who completed the court's monitored treatment program. Of 187 women and 132 men who had completed the program, 100 percent were employed or in school training at the time of completion. And threeyears after the program completion, only 15 percent of the men and 16 percent of the women had re-offended and been convicted. This is from a population that routinely has a 50 percent or more recidivism rate.

An analysis of six drug treatment courts in the state of Washington reported a reduction in criminal recidivism of 40to 46 percent over an eight-year period. The average avoided cost from reduced arrests was $6,800 per participant.

The state of Washington also compared Medicaid costs for three years before and after treatment for patients with co-occurring disorders. The average Medicaid cost to the state decreased by 44 percent during the first year of treatment. Three years after treatment, average annual Medicaid cost dropped 78 percent from the baseline year.

So what are we in Michigan to do? As the departments start putting together their budgets for the next year, I would ask them to all consider: Do we keep shoveling up the wreckage of our untreated alcohol and drug abuse problems, or do we commit sufficient resources to address the problem head-on and effectively?
