On this bright sunny morning, we look forward to springtime and to the coming vibrant month of March and, of course, the celebration of our Irish patron saint, Patrick. So in remembrance of my Irish heritage, I bring to you these blessings, and they are shared with all of you gathered today:

Senate Resolution No.97.
A resolution honoring the life and legacy of former Wayne County Executive Edward H. McNamara.
Whereas, Edward H. McNamara served the public for 40 years--four terms as the chief of Wayne County and 16years as mayor of Livonia, Michigan. His service and dedication to the great people of Michigan are immeasurable; and
Whereas, During his tenure as Wayne County executive, McNamara restored fiscal stability to Wayne County government by erasing a $135 million deficit. His administration recorded 16 consecutive balanced budgets; and
Whereas, Ed McNamara transformed Wayne County-Detroit Metro Airport with a $1.6 billion capital improvement project that resulted in the construction of two new runways and a new midfield terminal. Metro Airport is now one of the most modern and efficient airports in the world; and
Whereas, Ed McNamara laid the groundwork for Detroit's enormously successful hosting of Super Bowl XL. He was responsible for building both Ford Field and Comerica Park, which were the catalysts for the Motor City's resurgence; and
Whereas, The McNamara administration was marked by innovation and creativity. Under his leadership, Wayne County pioneered health care coverage for the working poor and the indigent and developed new approaches to criminal and juvenile justice; and
Whereas, Ed McNamara was an outdoorsman, and his administration resurrected Wayne County parks. Under his watch, formerly unkept parks were repaired, re-groomed, improved, and made ready for all county families to enjoy; and
Whereas, Ed McNamara inspired many of his employees to pursue careers in public service. His former employees include Michigan Governor Jennifer Granholm, Wayne County Sheriff Warren Evans, Detroit Medical Center Chief Executive Mike Duggan, U.S. Attorney Saul Green, State Senators Hansen Clarke and Irma Clark-Coleman, and Detroit Mayor Kwame Kilpatrick; and
Whereas, His greatest commitment and loyalty were to his family: his wife Lucille of 47 years, his five children, and five grandchildren; now, therefore, be it
Resolved by the Senate, That we offer this expression of our highest esteem to honor the memory of Edward H. McNamara for his 40 years of irreproachable, commendable public service; and be it further
Resolved, That a copy of this resolution be transmitted to the McNamara family as evidence of the admiration we will always hold for his memory.
Senator Hammerstrom moved that rule 3.204 be suspended to name the entire membership of the Senate and the Lieutenant Governor as co-sponsors of the resolution.

Senator Scott's statement is as follows:
I have a story from Detroit. It says, "Currently my auto insurance costs more than my car note. If possible, I would like someone to answer this question. If I have a car wreck in Detroit, or if the wreck happens in Bloomfield Hills, the value of the car doesn't change, therefore, why is there a difference in rates, urban versus suburban? I have never stolen a car or committed insurance fraud. Why do I have to pay for something I don't partake in?"
You know, this is a big picture. You know, the other day we lost an eight-year-old. Yesterday we lost a 12-year-old who was an all-A student in Detroit in a drive-by shooting. Then we have a bill that says shoot first. Then I didn't see on the news, though, when the Million Mom March was up here yesterday, even though there was a lot of media coverage. At least, I didn't see it, but I saw all day the media was covering the zoo. Isn't life important to anyone?
We're losing our children. We care about our children too, but when you take the resources away from these cities, people don't have a life that affords them the opportunity to live a good quality. So I would hope that we here in this Senate would stop fighting what's going on in Detroit. Those people were elected; give them an opportunity to serve like all other city council members are serving. Let's stop the fighting. Let's start working together. That's what it's all about. That's why we have different insurances in the city of Detroit than what we have in the rest of the state. That's why we pay the highest rates, but I don't see anyone coming to the aid of that, but yet, it's about the zoo. Yes, that's agood cultural place to have, but our children are important too. I don't see a group of people screaming about our children.
Well, I think it's time. I think it's time for us to come together if we truly care about people and stop the fighting and the name-calling. Our council members are not animals; they are human beings like we are here. Allow them the opportunity to manage that city. We took away the rights of the school board when we had a surplus and it ended up after five years in a deficit. Let local government do their job. We're to assist them in doing so. I hope that we will soon do something about the insurance--the high insurance rates--because all of that is a part of it. In the inner cities, we pay more than anyone else in the state for all of our services. It's time for us to be treated the same.

House Bill No.4642, entitled
A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms and gas ejecting devices; to prohibit the buying, selling, or carrying of certain firearms and gas ejecting devices without a license or other authorization; to provide for the forfeiture of firearms under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending section 12 (MCL 28.432), as amended by 2004 PA 99.
With the recommendation that the substitute (S-1) be adopted and that the bill then pass.
The committee further recommends that the bill be given immediate effect.
