Rep. Gary McDowell, from the 107th District, offered the following invocation:
"Let us take a moment to reflect on our responsibility today, what we can do to get our job done and the higher power we can call on to achieve great good for the people of Michigan.
May our hearts and minds be humble in spirit but lofty in goal and high in accomplishment.
We are from a state blessed with beauty, its lands and its people here long before us and long after us. As we have this moment to work, may we have humility and remember who we are representing.
We are leaders in a democracy, may we use this power to do what's right for this honorable state. May we put aside our individual concerns to fulfill our duties for the people of Michigan.
May those who face hardship in this state find comfort, as we as legislators do our part to ease that suffering.
And always, may we keep our thoughts and our thanks with those Americans fighting in foreign lands as well as their families here in Michigan. May our achievements today be worthy of all of those men and women who have sacrificed themselves for our sake. Amen."

"An act to revise, consolidate, codify, and add to the statutes relating to crimes; to define crimes and prescribe the penalties and remedies; to provide for restitution under certain circumstances; to provide for the competency of evidence at the trial of persons accused of crime; to provide immunity from prosecution for certain witnesses appearing at such trials; and to repeal certain acts and parts of acts inconsistent with or contravening any of the provisions of this act,"

"An act to revise, consolidate, and codify the laws relating to criminal procedure and to define the jurisdiction, powers, and duties of courts, judges, and other officers of the court under the provisions of this act; to provide laws relative to the rights of persons accused of criminal offenses and ordinance violations; to provide for the arrest of persons charged with or suspected of criminal offenses and ordinance violations; to provide for bail of persons arrested for or accused of criminal offenses and ordinance violations; to provide for the examination of persons accused of criminal offenses; to regulate the procedure relative to grand juries, indictments, informations, and proceedings before trial; to provide for trials of persons complained of or indicted for criminal offenses and ordinance violations and to provide for the procedure in those trials; to provide for judgments and sentences of persons convicted of criminal offenses and ordinance violations; to establish a sentencing commission and to prescribe its powers and duties; to provide for procedure relating to new trials and appeals in criminal and ordinance violation cases; to provide a uniform system of probation throughout this state and the appointment of probation officers; to prescribe the powers, duties, and compensation of probation officers; to provide penalties for the violation of the duties of probation officers; to provide for procedure governing proceedings to prevent crime and proceedings for the discovery of crime; to provide for fees of officers, witnesses, and others in criminal and ordinance violation cases; to set forth miscellaneous provisions as to criminal procedure in certain cases; to provide penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with or contravening any of the provisions of this act,"

A resolution to memorialize the Congress of the United States to enact the Broadcast Decency Enforcement Act.
Whereas, Parents, educators, and policymakers across the country have expressed serious concerns over the material that is broadcast into American homes by television and radio each day. This concern continues even in the face of efforts of the Federal Communications Commission (FCC) to enforce standards to prevent the presentation of obscene, indecent, and profane material over public airwaves; and
Whereas, In spite of a number highly publicized incidents and considerable public discussion about the amount of objectionable material on television and radio, programming readily available for children to see or hear remains rife with graphic sexuality, profanity, and indecency. In the face of efforts to enforce standards, four major television networks recently filed suit against the FCC over its efforts to fine the networks for ignoring clear standards of decency in broadcasts; and
Whereas, Congress has before it the Broadcast Decency Enforcement Act, H.R. 310. This legislation would increase penalties for violations by television and radio stations that broadcast obscene, indecent, or profane material. This measure would also authorize the FCC to require violators to broadcast public service announcements that serve the educational needs of children to audiences that are larger than those who saw the offensive material. The legislation also directs the FCC to treat subsequent offenses as serious violations when broadcast license renewals are considered and to pursue license revocation after 3 violations; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact the Broadcast Decency Enforcement Act to increase penalties for violations of broadcast decency standards and to require the Federal Communications Commission to take actions to increase accountability; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A resolution celebrating the 50th anniversary of the Northwestern Michigan College's annual barbecue in Traverse City, Michigan.
Whereas, Northwestern Michigan College (NMC) hosts an annual barbecue each May on their beautiful campus, welcoming the state of Michigan to their college; and
Whereas, Over 500 volunteers donate energy, time, and enthusiasm to make the annual NMC barbecue a success; and
Whereas, Over 10,000 Michiganians attend the barbecue each year, continuing the tradition in Traverse City that NMC is a college built by the community for the community; and
Whereas, Local grocer Gerald Oleson and his wife Frances started the annual picnic in 1956 by asking the community if they would help with the event if he donated the food. Over 4,900 people attended the first event making the barbecue a huge success; and
Whereas, Oleson's Food Stores have donated the food for every barbecue since that first one, serving over 2,000 pounds each of buffalo meat, potato salad, and baked beans at every barbecue; and
Whereas, The annual NMC barbecue has raised more than 1.3 million dollars for projects at the college, including facilities like the NMC Dennos Museum Center, the NMC University Center, classroom equipment to enhance learning, and programs that contribute to education for the community; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body celebrate the 50th anniversary of the Northwestern Michigan College's annual barbecue in Traverse City, Michigan. We also recognize the Oleson Family for their foresight and generosity for the past 50 years.

A bill to amend 1945 PA 72, entitled "An act to prevent the importation from other states, and the spread within this state, of all serious insect pests and contagious plant diseases and to provide for their repression and control, imposing certain powers and duties on the commissioner of agriculture; to prescribe penalties for the violation of the provisions of this act; and to repeal certain acts and parts of acts," (MCL 286.251 to 286.260) by adding section 11.
The bill was read a first time by its title and referred to the Committee on Conservation, Forestry, and Outdoor Recreation.
