SENATE BILL No. 1265

     A bill to amend 1984 PA 270, entitled

 

"Michigan strategic fund act,"

 

(MCL 125.2001 to 125.2094) by adding chapter 7A.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

                              CHAPTER 7A

 

     Sec. 79. (1) The in-state Michigan vacation program center is

 

created in the fund. The board of the fund shall implement and

 

operate the center.

 

     (2) The center shall create and operate the in-state Michigan

 

vacation program that does all of the following:

 

     (a) Utilizes a voucher that can be redeemed at qualified

 

accommodations.

 

     (b) Promotes and advertises the program to residents in this


 

state and to potential qualified accommodations.

 

     (c) Works in conjunction with the department of treasury so

 

that a voucher in the amount of $75.00 is sent in January of each

 

year to every individual who filed a return under the income tax

 

act of 1967, 1967 PA 281, MCL 206.1 to 206.532, for the immediately

 

preceding tax year.

 

     (d) Work in conjunction with the department of treasury to

 

ensure that the owners of qualified accommodations can redeem the

 

voucher for full face value against their liabilities under 1 or

 

more of the following:

 

     (i) The income tax act of 1967, 1967 PA 281, MCL 206.1 to

 

206.532.

 

     (ii) The single business tax act, 1975 PA 228, MCL 208.1 to

 

208.145.

 

     (e) Develop the voucher redemption agreement.

 

     (3) As used in this chapter:

 

     (a) "Center" means the in-state Michigan vacation program

 

center created in this chapter.

 

     (b) "Program" means the in-state Michigan vacation program

 

created and operated by the center.

 

     (c) "Qualified accommodation" means a hotel, motel, inn,

 

resort, or other facility that provides rooms for sleeping, that is

 

located in this state, that is not a hospital, nursing home,

 

emergency shelter, substance abuse treatment facility, or

 

campground, and that has entered into a voucher redemption

 

agreement with the center.

 

     (d) "Voucher redemption agreement" means an agreement between


 

the center and the qualified accommodation that provides the

 

process and criteria under which the voucher will be redeemed.
