     A bill to amend 1956 PA 218, entitled

 

"The insurance code of 1956,"

 

(MCL 500.100 to 500.8302) by adding section 2212c.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 2212c. By January 1, 2006, the commissioner shall develop

 

a uniform, standard, electronic health care provider credentialing

 

application. This credentialing application shall be used by

 

January 1, 2007 by all health insurers, health care corporations,

 

and health maintenance organizations in the credentialing process

 

of health care providers in this state. In developing the standard

 

credentialing application, the commissioner shall seek input from

 

health care providers, health insurers, health care corporations,

 

health maintenance organizations, and the council for affordable

 


quality health care. The commissioner shall consider all of the

 

following in developing the standard credentialing application:

 

     (a) The credentialing needs of all health insurers, health

 

care corporations, and health maintenance organizations.

 

     (b) Statutory credentialing requirements.

 

     (c) The need to eliminate multiple recredentialing

 

applications for different health insurers, health care

 

corporations, and health maintenance organizations.

 

     (d) Providing an efficient, electronic, cost-effective health

 

care provider database through which health care providers can

 

notify health insurers, health care corporations, and health

 

maintenance organizations of changes in address, practice-related

 

information, qualifications, or other pertinent data elements.

 

     (e) Time frames within which health insurers, health care

 

corporations, and health maintenance organizations must respond to

 

credentialing applications.
