HOUSE BILL No. 6409

     A bill to provide certain rules and conditions on how the

 

state budget is developed in the legislative branch.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. Each house of the legislature shall consider the

 

following when evaluating and funding the state budget each fiscal

 

period:

 

     (a) Obtaining state citizen input on what is desired from

 

state government.

 

     (b) Develop statewide priorities based on the state citizen

 

input.

 

     (c) Develop indicators and benchmarks that will measure

 

outcomes in how this state is meeting its priorities.

 


     (d) Develop and implement outcome-based budgets with spending

 

decisions based on the utility and performance of individual state

 

programs in meeting the desired results.
