     A bill to make, supplement, and adjust appropriations for the

 

department of community health for the fiscal year ending September

 

30, 2006; to provide for the expenditure of the appropriations; and

 

to prescribe certain conditions for the appropriations.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

PART 1

 

LINE-ITEM APPROPRIATIONS

 

     Sec. 101. There is appropriated for the department of

 

community health for the fiscal year ending September 30, 2006,

 

from the following funds:

 

Statewide network cord blood stem cell banks......... $       5,000,000

 

GROSS APPROPRIATION.................................. $       5,000,000

 

    Appropriated from:


 

Tobacco securitization trust fund.................... $       5,000,000

 

 

 

 

 

PART 2

 

PROVISIONS CONCERNING APPROPRIATIONS

 

GENERAL SECTIONS

 

     Sec. 201. Pursuant to section 30 of article IX of the state

 

constitution of 1963, total state spending under part 1 for fiscal

 

year 2005-2006 is $5,000,000.00. State payments to local units of

 

government under this act are $0.

 

     Sec. 202. The appropriations made and the expenditures

 

authorized under this act and the departments, agencies,

 

commissions, boards, offices, and programs for which an

 

appropriation is made under this act are subject to the management

 

and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

 

 

 

STATEWIDE NETWORK CORD BLOOD STEM CELL BANKS

 

     Sec. 301. From the funds appropriated in part 1, the

 

department shall establish a statewide network of cord blood stem

 

cell banks and award grants to qualified stem cell banks. The funds

 

shall also be used to promote the statewide network of cord blood

 

stem cell banks and to increase awareness and knowledge about the

 

benefits of cord blood and stem cell research. The funds shall not

 

be used for any fixed capital costs, including, but not limited to,

 

new buildings or building additions.
