A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1294 (MCL 380.1294), as added by 2004 PA 107.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1294. (1) Not later than January 1, 2005, the board of a
school district or intermediate school district or the board of
directors of a public school academy shall adopt and implement a
parent involvement plan designed to encourage parental
participation.
(2) Not later than September 1, 2006, the board of a school
district or intermediate school district or the board of directors
of a public school academy shall revise its parent involvement plan
as necessary to ensure that, if a pupil is not making satisfactory
progress in a course or subject area during any marking period, the
pupil's parent or legal guardian is directly notified in time for
the parent or legal guardian to intervene before the pupil fails
the course or subject area. The notification shall invite the
parent or legal guardian to cooperate with the pupil's teacher to
take corrective action, including the option to meet with the pupil
and the teacher to discuss the pupil's progress. For the purposes
of this subsection, "directly notified" means notified by a
conversation held in person or by phone. A parent or legal guardian
is not considered to be directly notified if the notification is in
the form of a letter, a note sent home with a pupil, a phone
message, or an email message.

board or board of directors shall provide a copy
of the parent involvement plan to the parent or legal guardian of
each pupil. The board or board of directors may provide the copy of
the policy by including the policy in its student handbook or a
similar publication that is distributed to all pupils and parents.

The board or board of directors shall provide a copy
of the parent involvement plan to the department upon request by
the department.

The department shall review parental involvement
practices that have been implemented by public schools in this
state and elsewhere and shall post information at the department
website about successful parental involvement policies and
practices.
