A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1281a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1281a. (1) The department shall take reasonable steps, as
determined by the department, to assist school districts,
intermediate school districts, and public school academies to
operate in a more efficient and cost-effective manner. These steps
shall include assisting school districts, intermediate school
districts, and public school academies in the consolidation of
services and facilitating other arrangements among them that reduce
instructional, administrative, or pupil transportation costs.
(2) If the department determines that any state or federal
statute, rule, or regulation prevents the department from assisting
a school district, intermediate school district, or public school
academy to operate in a more efficient and cost-effective manner,
then the department shall provide information to the legislature
about the situation and the statute, rule, or regulation that is
preventing the district from achieving the proposed efficiency or
cost savings. If the rule is a rule that may be waived under
section 1281, the department shall inform the school district,
intermediate school district, or public school academy of the
availability of a waiver under that section.
