MOTORCYCLE/MOPED HEAD LAMPS H.B. 5961 (H-1): COMMITTEE SUMMARY

House Bill 5961 (Substitute H-1 as passed by the House)
Sponsor: Representative Rick Jones
House Committee: Transportation
Senate Committee: Transportation

Date Completed: 11-28-06

CONTENT
The bill would amend the Michigan Vehicle Code to allow a motorcycle or moped head lamp to be wired or equipped to allow either its upper beam or its lower beam, but not both, to modulate from a higher intensity to a lower intensity.
The Code requires a motorcycle or moped to be equipped with one or two head lamps. Under the bill, a head lamp modulator installed on a motorcycle or moped with two head lamps would have to be wired in a manner to prevent the head lamps from modulating at different rates or not in synchronization with each other. A head lamp modulator would have to meet the standards prescribed in 49 CFR 571.108 (which specifies requirements for lamps, reflective devices, and associated equipment).
