DIOXIN CLEANUP CRITERIA H.B. 5872 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend Part 201 (Environmental Remediation) of the Natural Resources and Environmental Protection Act to allow the Department of Environmental Quality to recalculate the relevant cleanup criteria established under Part 201 based upon the recommendations of the report, "Health Risks from Dioxins and Related Compounds: Evaluation of the EPA Reassessment", issued in 2006, by the National Research Council of the National Academies, and other appropriate information.
This provision would be repealed one year after the bill's effective date.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on the State. The process to revise and recalculate the cleanup criteria would require staff time and resources, which would be paid with existing resources. Depending on the specific criteria and how they changed, more or less money for cleanup activities could be required at cleanup sites under the jurisdiction of the State in order to bring them into compliance with the revised standards. State cleanup activities are supported by a number of different restricted fund sources.
