CONTENT
The bill would amend the State Survey and Remonumentation Act to allow county monumentation or remonumentation using the real-time kinematic GPS standards developed by the Michigan Department of Transportation.


Under the Act, each county must establish a county monumentation and remonumentation plan. By January 1, 1994, each county was required to have submitted a county plan that was approved by the Department of Labor and Economic Growth (DLEG). A county plan must provide for the following:

-- The monumentation or remonumentation of the entire county, within 20 years, under the guidelines of the Manual of Instructions for the Survey of Public Lands of the United States, 1973, prepared by the Bureau of Land Management of the Department of Interior, Technical Bulletin 6, or subsequent editions.
-- The provision of copies of all survey monumentation information produced by the county plan to the county surveyor and DLEG.
-- The filing with the county surveyor and DLEG of copies of all monumentation or remonumentation documents required to be recorded with the register of deeds under the Corner Recordation Act, or recorded with the register of deeds under Public Act 132 of 1970 (which provides for certified surveys).
-- A perpetual monument maintenance plan that provides for all corners to be checked, and if necessary remonumented, at least once every 20 years.
-- Any other provisions reasonably required by DLEG for the purposes of the Act.

FISCAL IMPACT
The bill would have no effect on State revenue or expenditures. The bill would have no effect on local unit revenue but could affect local unit expenditures by an unknown amount if the changes in the bill altered the costs of monumentation or remonumentation.
