  1. State Building Authority Rent. Pursuant to Legislative Leadership Target agreements, $272,797,100 for State Building Authority (SBA) Rent (debt service) was included in the General Government appropriations bill, Public Act 146 of 2005. This represented an increase of $21.8 million (8.7%) above FY 2005-06. (250,989,800)
2. State Agency Special Maintenance. The Substitute concurs with the Governor's Recommendation to reduce Special Maintenance funding due to the elimination of one-time escrow restructuring revenue derived through the SBA. (2,800,000)
3. Grants. The Substitute includes three new grants: $4.0 million for the Detroit Zoological Society; $250,000 for the Chaldean Community Center; and $50,000 for the Holocaust Museum. 4,300,000
4. New Planning/Construction Authorizations. The bill includes no new planning authorizations (22 were included in FY 2004-05), and 13 new construction authorizations (5 were included in FY 2004-05). (1,400)
5. Department of Military Affairs. The Substitute concurs with the Governor's Recommendation to remove the $57.8 million in one-time mainly Federal construction project authorizations, include the Phase II funding for the Camp Grayling Barracks project ($18.5 million), reduce the Federal authorization for special maintenance projects ($592,000), and add $100,000 for the land acquisition program, funded from the Armory Construction Fund. 6. Department of Natural Resources. The Substitute concurs with the Governor's Recommendation to add $1.0 million for State park special maintenance projects, eliminate the $550,000 for State game area maintenance, add $3.5 million for deer range habitat acquisition, and add $2.0 million for turkey habitat acquisition projects. 5,950,000
7. Department of Natural Resources - Waterways. The Substitute concurs with the Governor's Recommendation to reduce funding for a variety of infrastructure improvement projects by $850,000, include $1.0 million in new money for land acquisition projects, eliminate several one-time boating and harbor projects ($5.15 million), and add several new boating and harbor projects totaling $19,570,200. 14,570,200
8. Department of Transportation. The Substitute concurs with the Governor's Recommendation to eliminate several one-time maintenance projects at equipment and salt storage facilities statewide, and add several new projects including a cost increase for the Cadillac ($1,911,400) and Taylor ($600,000) Transportation Service Centers, and renovations at the Engadine and Southfield buildings. 9. Department of Transportation - Aeronautics. The Substitute concurs with the Governor's Recommendation to reduce Federal funding (and the associated State and local match) for a variety of airport improvement projects at over 100 airports statewide. (44,311,800)
10. Comparison to Governor's Recommendation. The Substitute is $4.3 million Gross and GF/GP over the Governor's recommendation.

Changes from FY 2004-05 Year to Date:
  1. Buy Michigan. The Governor made slight modifications to the current-year language prohibiting the purchase of foreign goods if comparable American goods are available, with preference given to Michigan products. The Substitute retains current-year language that prohibits the purchase of non-Michigan goods, if comparable Michigan products are available. (Sec. 205)
2. Corrections Watch Towers. The Senate Substitute retains current-year language requiring new maximum security prisons to have staffed watch towers, and new prison sites to be approved by the JCOS, which the Governor eliminated. (Sec. 401, 402)
3. Comparative Cost Analyses. The Senate Substitute retains current-year language requiring a detailed comparative costs analysis for all projects over $1.0 million if requested by the JCOS, which the Governor eliminated. (Sec. 507)
4. Use and Finance Statements. The Senate Substitute includes technical revisions to the Use and Finance Statement requirements for State agency projects to include all projects over $1.0 million that are not otherwise appropriated in a capital outlay appropriations act. The Substitute retains current-year language regarding sanctions for violations of the Use and Finance policies, which the Governor eliminated. (Sec. 601-4)
5. Building Demolitions. The Senate Substitute retains current-year language that considers the 30-day notification of all demolition projects to be in effect starting the first day of session when the Legislature has been out of session for more than 15 days. The Governor eliminated this provision. (Sec. 702-2)
6. Operating Funds for Maintenance. The Senate Substitute retains current-year language that sets the limit for spending on special maintenance projects from operating budgets at $600,000. The Governor had recommended increasing the limit to $1.0 million. (Sec. 703)
7. State Facility Preservation Projects. The Senate Substitute includes new language requiring a report on the Phase II Facility Preservation Projects, similar to the language regarding Phase I. (Sec. 704)
8. Detroit Zoo. The Senate Substitute includes new language that conditions the release of funds for the Detroit Zoo on the City of Detroit's relinquishing control of the Zoo. (Sec. 902)
9. College and University Special Maintenance Funding. The Senate Substitute does not include language recommended by the Governor for College and University Special Maintenance Funding distribution, pursuant Legislative Leadership agreements on the Executive Order restoration provisions.
10. Harbor Development Fund. The Senate Substitute concurs in the Governor's Recommendation to allow for the transfer of all of the Harbor Development fund to the Waterways fund for the purposes of completing projects funded in the bill. (Sec. 1103)
11. Walloon Lake. The Senate Substitute includes new language prohibiting any funds to be used for a new public access site on Walloon Lake in Bay Township, Charlevoix County. (Sec. 1104)
12. Willow Run Airport. The Senate Substitute concurs in the Governor's Recommendation to eliminate current-year language prohibiting any funds to be used for runway extensions at Detroit Willow Run Airport.
13. Triangle Project. The Senate Substitute retains current-year language that prohibits any spending on any project on property commonly referred to as the Triangle Property in the City of Lansing. Any proposals for projects would require prior JCOS approval. (Sec. 1303)
