Rep. Drolet moved to amend the bill as follows:

1. Amend page 1, line 5, after "act." by inserting "Including qualified manufactured housing property as real property broadens the definition of the base of taxes collected under this act and the maximum authorized rate of taxation on the new base in each local unit of government shall be reduced to yield the same estimated gross revenue as on the prior base as required under section 31 of article IX of the state constitution of 1963.".

1. Amend page 2, line 23, after "unpaid" by striking out the balance of the subsection and inserting "on March 1 shall be collected in the same manner as a delinquent tax on personal property under sections 47 to 49.".

"Mr. Speaker and members of the House:

HB 5034, as amended would not have generated any additional revenue for local units of government and/or schools due to the amendment offered by Rep. Drolet and adopted by the House that would require that local governments reduce tax rates to reflect the new base of property tax collections. The better approach is to gradually increase fees on mobile home residents and dedicate a greater portion of those fees to local governments and local schools. I also support the proposed changes to the makeup of the Mobile Home Commission, and other reforms giving mobile home residents more rights. Finally, the best approach to the mobile home issue is to provide greater incentives for provision of affordable housing in Michigan."

 

Reps. Elkins, Zelenko, Anderson, Accavitti and Hood, having reserved the right to explain their protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted no on HB 5034 (H-2) because the proposal before us is not yet in a fashion that I can support. More work needs to be done with all parties interested in this measure so we can reach a consensus on this important matter."

For purposes of this subsection, "political yard sign" means a campaign sign that demonstrates a position on current candidates for public elected office or current proposals for public vote.".

"Sec. 7. A park owner that charges park residents for utilities may offer a discount incentive of up to 10% to a park resident for early payment of utility bills." and renumbering the remaining sections.

A resolution honoring the Detroit Pistons on their NBA World Championship title.

Whereas, It is a great privilege and an honor to salute the 2003-2004 Detroit Pistons on their victorious season that culminated in their World Championship victory over the Los Angeles Lakers in the NBA Finals; and

Whereas, The Detroit Pistons of 2003-2004 were composed of Head Coach Larry Brown, who with a special significance became the first head coach ever to capture the NCAA and NBA championships, Assistant Coaches Herb Brown, Dave Hanners, Igor Kokoskov, John Kuester, Mike Woodson, Athletic Trainer Mike Abdenour, Players Chucky Atkins, Elden Campbell, Hubert Davis, Tremaine Fowlkes, Darvin Ham, Richard Hamilton, Lindsey Hunter, Mike James, Darko Milicic, Mehmet Okur, Tayshaun Prince, Zeljko Rebraca, Bob Sura, Ben Wallace, Rasheed Wallace, Corliss Williamson, and NBA finals MVP Chauncey Billups. Whereas, In the course of the 2003-2004 season the Detroit Pistons compiled a record of 54 wins and 28 losses, possessing the second highest win total in the Eastern Conference. In the quarterfinals of the NBA playoffs, they defeated the Milwaukee Bucks four games to one. Advancing the semifinal round, they met their old nemesis the New Jersey Nets who had denied them a berth in the NBA finals the year before. In a grueling seven game series, the Pistons emerged triumphant in the decisive game to advance to the Eastern Conference Finals. The Pistons went on to defeat the team that claimed the Central Division Title that year, the Indiana Pacers in a six game series. For the first time since their back-to-back championship seasons of 1988-1989 and 1989-1990, the Detroit Pistons had advanced to the NBA finals and faced the Los Angeles Lakers who had claimed three straight championships from 2000 to 2002. The Lakers were prohibitive favorites to win their fourth title in five seasons but the Pistons did not back down from the challenge and stunned the home team by winning the first game of the series in Los Angeles. The Pistons came up short in a game two matchup that was decided in overtime and returned to Auburn Hills to host the next three games. The Pistons never looked back to their disappointing loss in game two and rallied back to take games three and four at home. In game five, the Pistons had the opportunity to close the season at home and were triumphant by defeating the Los Angeles Lakers decisively 100-87 to become the first team since the present playoff format was implemented to win the middle three games of the series and claimed their first World Championship title since 1990; now, therefore, be it

Whereas, Due to changes in technology, the global marketplace, and society, farm life and rural communities in Michigan and throughout the country are facing unprecedented challenges. Rural life today projects a far different profile than was the case for those who lived in rural areas only a few decades ago; and

Whereas, In 1980, Congress enacted the Rural Development Policy Act. Michigan took actions to implement this idea through a rural partnership program and the creation of a nonprofit organization to address such key issues as the infrastructure, rural health problems, water-related matters, economic development, land use, and a host of other policy challenges. Rural Partners of Michigan was formed and became a focused mechanism to ensure that the rural voice was heard, especially in the halls of government; and

Whereas, The framework of rural private-public partnerships to facilitate collaboration, encourage input, and reduce and eliminate duplicative governmental regulations remains as important as ever to the vitality of rural life in Michigan. A resolution to commemorate the 11th Annual Juneteenth Celebration & Festival in honor of Juneteenth Day.

Whereas, It is a great pleasure and distinct privilege to join in commemorating the 11th anniversary of Juneteenth Day in Michigan. There will be commemorative of this day will be held on Thursday, June 17, 2004, at the State Capitol Building in Lansing, Michigan. This year's theme is "Beyond Emancipation Towards Empowerment"; and

Whereas, The Juneteenth Celebration in Lansing was founded in 1993 by a few caring citizens who wanted to recognize this special day in history. It can trace its roots to the pioneering spirit of courageous men and women who first cleared the land and built the institutions and homes that make this nation a home for individuals and families seeking a secure and prosperous tomorrow; and

Whereas, Juneteenth had its beginning on June 19, 1865, with the aspirations of its founders. On that day, when Union General Gordon Granger landed at Galveston, Texas, to present and read General Order No. 3, the nation of "liberty for all" became a reality as the Emancipation Proclamation to end slavery went into effect across the entire United States; and

Whereas, By observing an anniversary like Juneteenth Day, we all learn a little more about our history. For the children of Michigan, there are even greater rewards, as they discover that they are part of the traditions of citizenship that will be with them their entire lives. With the wonderful gifts they share, the citizens of Michigan certainly have much reason for thanks and for optimism; and
