"Our most gracious and Heavenly Father, we pray, dear Lord, that You grant those of us gathered here today with the ability to govern according to the principles of Your word. Under the leadership of these public servants, help us to make sound decisions that will honor and benefit all of the residents of the great state of Michigan. Whether we live in busy cities or small towns up north, we are grateful to You because we have much to be thankful for. With arctic blasts of winter cold in April, icy roads and the loss of power in our homes in the springtime, I for one, Lord, am grateful for the imminent arrival of Easter vacation. Thanks for all those good things, Heavenly Father. In Your name we offer this prayer. Amen."

House Resolution No. 38.
A resolution to recommend the designation of US-23 from Standish to Mackinaw City as a heritage route under the provisions of the Michigan Heritage Routes Act, 1993 PA 69.
Whereas, The Michigan Department of Transportation (MDOT), pursuant to the Michigan Heritage Routes Act, 1993 PA 69, is empowered to designate scenic, recreational, and historic highways in the state as heritage routes; and
Whereas, The public highway known as US-23 extending from Standish to Mackinaw City within the counties of Arenac, Iosco, Alcona, Alpena, Presque Isle, and Cheboygan exhibits exceptional recreational qualities that define the history and primary commercial use of the region; and
Whereas, Resolutions of support for the creation of a heritage route have been received from the local units of government and chambers of commerce along the route; and
Whereas, Public meetings have been held and an inventory of recreational attractions has resulted in preliminary designation for the route; and
Whereas, A management plan will continue to be developed by Michigan's Sunrise Side Travel Association, regional planning agencies, and local committees; now, therefore, be it
Resolved by the House of Representatives, That we recommend the designation of US-23 from Standish to Mackinaw City as a heritage route under the provisions of the Michigan Heritage Routes Act, 1993 PA 69. We urge the Department of Transportation to provide signs marking the route as the "Sunrise Side Coastal Highway Recreational Heritage Route" as soon as possible, to meet the spring and summer travel season. We also call on the department to indicate the route on all future versions of the Department of Transportation map and to provide assistance in the completion of the management plan; and be it further
Resolved, That copies of this resolution be transmitted to the members of the State Transportation Commission and the director of the Department of Transportation.

House Resolution No. 39.
A resolution to memorialize the Congress of the United States to fund fully the American Community Survey component of the Census Bureau's 2010 Reengineering efforts.
Whereas, In 1996, the United States Census Bureau began testing the American Community Survey in response to bi-partisan requests from Congress after the 1990 Census to respond to the concern that decennial census data has diminishing utility during the decade between decennial censuses; and
Whereas, The American Community Survey, which is part of the 2010 Census Re-engineering effort, is an alternative method of administering the long-form component of the decennial census, which will result in yearly data releases instead of the current releases once every ten years. Questions on the American Community Survey are essentially the same as those on the Census 2000 long form, which were required by federal laws, regulations, or court decisions; and
Whereas, The Census Bureau is working with state, local, and tribal government officials to educate the nation about the census and to provide information about the survey's uses, benefits, and protections; and
Whereas, Respondents to the American Community Survey will be covered by the same privacy and confidentiality protections afforded by the traditional decennial census; and
Whereas, Through the American Community Survey, the Census Bureau will provide data to all levels of government to empower state, local, and tribal elected, appointed, and career officials to track the status of the communities they serve; and
Whereas, The American Community Survey has demonstrated its usefulness as a decision-making tool for administrators and legislators during its testing phase with a data release that demonstrated emerging regional trends in a timely manner. The American Community Survey will make long-form socio-economic data available prior to the 2010 decennial census; and
Whereas, The American Community Survey has the potential to improve the quality of redistricting data by improving mail-back response rates; and
Whereas, Full funding is necessary to launch the American Community Survey nationwide with an adequate sample size in order to maximize its usefulness as a resource for state legislators; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress to fund fully the American Community Survey component of the Census Bureau's 2010 Reengineering efforts and to make a long-term commitment to this effort. We express our support for the American Community Survey and the Census Bureau's 2010 Re-engineering effort, as these initiatives develop throughout the decade; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

Rep. Shackleton offered the following concurrent resolution:
House Concurrent Resolution No. 12.
A concurrent resolution approving the conveyance of property to the State Building Authority and approving a lease among the State of Michigan, the State Building Authority, and Delta College relative to the Delta College General Campus Renovations.
Whereas, Section 5 of 1964 PA 183, as amended, being MCL § 830.415, requires the approval of the Board of Trustees of Delta College (the "Educational Institution"), the State Administrative Board, and the Michigan Legislature by concurrent resolution concurred in by a majority of the members elected to and serving in each house, with the votes and names of the members voting thereon entered in the journal, before land owned by the Educational Institution may be conveyed to the State Building Authority (the "Authority"); and
Whereas, The site for the General Campus Renovations (the "Facility") is currently owned by the Educational Institution; and
Whereas, Section 7 of 1964 PA 183, as amended, being MCL § 830.417, requires the approval of the State Administrative Board and the Michigan Legislature by concurrent resolution concurred in by a majority of the members elected to and serving in each house, with the votes and names of the members voting thereon entered in the journal, before the State of Michigan (the "State") may enter into a lease with the Authority upon a showing of a public purpose; and
Whereas, Providing additional space to be used by the Educational Institution pursuant to the lease for the Facility is a recognized public purpose; and
Whereas, A lease among the Authority, the State, and the Educational Institution has been prepared providing for the leasing of the Facility by the Authority to the State and the Educational Institution (the "Lease"); and
Whereas, The Executive Director of the Authority has furnished the Joint Capital Outlay Subcommittee of the Legislature with information and documents relative to the Lease; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That the Total Facility Cost for the Delta College General Campus Renovations shall not exceed $18,000,000 (the Authority share is $17,819,800, the State General Fund/General Purpose share is $200, and the Educational Institution share is $180,000), plus interest charges on monies advanced by the State to meet the construction cash flow requirements of the Facility, if any, of which not more than $17,819,800, plus interest charges on monies advanced by the State to meet the construction cash flow requirements of the Facility, if any, shall be financed from bonds issued by the Authority, exclusive of amounts necessary for reserves, interest, or other nonconstruction costs; and be it further
Resolved, That the Legislature hereby approves the necessary conveyances of property to the Authority as more particularly described in the Lease and attachments thereto; and be it further
Resolved, That the Legislature hereby approves the Authority acquiring the Facility and leasing it to the State and the Educational Institution and hereby determines that the leasing of the Facility from the Authority is for a public purpose as authorized by 1964 PA 183, as amended; and be it further
Resolved, That the annual amounts of "True Rental" for the Facility shall be within or below the range of $1,350,000 and $1,730,000, as shall reflect variations that may occur in the components upon which the appraisal of True Rental was based, which amounts shall be certified by the appraiser and thereafter approved by the State Administrative Board and the Authority as authorized by 1964 PA 183, as amended; and be it further
Resolved, That the Lease is hereby approved by this concurrent resolution, and the Governor and the Secretary of State are authorized and directed to execute the Lease for and on behalf of the State; and be it further
Resolved, That, by hereby approving the Lease among the State, the Educational Institution, and the Authority, the Legislature agrees to appropriate annually sufficient amounts to pay the rent as obligated pursuant to the Lease; and be it further
Resolved, That copies of this concurrent resolution be transmitted to the Governor, the Secretary of State, the Authority, the Board of Trustees of Delta College and the State Budget Director.
Pending the reference of the concurrent resolution to a committee,
Rep. Richardville moved that Rule 77 be suspended and the concurrent resolution be considered at this time.
