A bill to amend 1978 PA 368, entitled
"Public health code,"
(MCL 333.1101 to 333.25211) by adding section 9162.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 9162. (1) The department of community health shall
2 establish and maintain a program of infant support services to be
3 known as the sentinel network system. The sentinel network
4 system shall provide counseling and other support services
5 regarding neonatal addiction and fetal alcohol syndrome.
6 (2) A health care provider employed by or under contract to
7 the department of community health shall make a home visit and
8 attempt to provide support services within 14 days after the
9 department receives a report from the family independence agency,
10 a physician, or any other person that an infant in the home is
11 suspected of having fetal alcohol syndrome or being drug
1 dependent. If the health care provider is unable to make
2 personal contact during the home visit or determines during the
3 home visit that there is reasonable cause to suspect child abuse
4 or child neglect, the department immediately shall make a report
5 to the family independence agency under section 3 of the child
6 protection law, 1975 PA 238, MCL 722.623. As used in this
7 subsection, "child abuse" and "child neglect" mean those terms as
8 defined in section 2 of the child protection law, 1975 PA 238,
9 MCL 722.622.
10 (3) A health professional licensed or registered under
11 article 15 who is providing health care to an infant and knows or
12 has reasonable cause to believe that the infant is drug dependent
13 shall report that fact to the department of community health.
14 The health professional shall include in the report the name and
15 address of the infant and the infant's parent, guardian, or
16 person in loco parentis. Upon receipt of a report under this
17 subsection, the department shall proceed in the same manner
18 required under subsection (2).
