                                                                                 A bill to create certain offices in certain departments; to                       

                                                                                

    provide for the appointment of certain officers with the advice             

                                                                                

    and consent of the senate; and to impose certain duties and                 

                                                                                

    responsibilities on those officers and on certain state                     

                                                                                

    employees.                                                                  

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 1.  As used in this act, "department" means the                        

                                                                                

2   department of labor and economic growth described in Executive              

                                                                                

3   Order No. 2003-18.                                                          

                                                                                

4       Sec. 2.  (1) The office of small business czar is created in                

                                                                                

5   the department.  The small business czar shall be appointed by              

                                                                                

6   the governor with the advice and consent of the senate.  The                

                                                                                

7   individual appointed small business czar shall have experience in           

                                                                                

8   creating jobs in the private sector.  The small business czar               

                                                                                

9   shall report directly to the director of the department.                    

                                                                                


                                                                                

1       (2) The small business czar shall do all of the following:                  

                                                                                

2       (a) Devote his or her entire time to facilitating the                       

                                                                                

3   creation and retention of small business jobs in this state.                

                                                                                

4       (b) Implement the portions of the department's strategic plan               

                                                                                

5   that address small business job creation and retention in this              

                                                                                

6   state.                                                                      

                                                                                

7       (c) Coordinate all programs within the department to create                 

                                                                                

8   and retain small business jobs in this state.                               

                                                                                

9       (d) Coordinate programs across government to create and                     

                                                                                

10  retain small business jobs in this state.                                   

                                                                                

11      (e) Aid and assist small business in this state.                            

                                                                                

12      (f) Work to create a business environment that encourages and               

                                                                                

13  sustains entrepreneurship in this state.                                    

                                                                                

14      (g) Work to empower entrepreneurs to take advantage of the                  

                                                                                

15  opportunities the market offers in this state.
