                                                                                 A bill to amend 1949 PA 300, entitled                                             

                                                                                

    "Michigan vehicle code,"                                                    

                                                                                

    (MCL 257.1 to 257.923) by adding sections 217q and 217r.                    

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 217q.  (1) The secretary of state shall develop and                    

                                                                                

2   issue a "support zoos" fund-raising plate.  The secretary of                

                                                                                

3   state shall design the plate, having the words "support zoos"               

                                                                                

4   inscribed on the plate.  The word "Michigan" shall appear on the            

                                                                                

5   plate.                                                                      

                                                                                

6       (2) The owner of a vehicle required to be registered under                  

                                                                                

7   this act may apply, on a form prescribed by the secretary of                

                                                                                

8   state, for a support zoos registration plate instead of a                   

                                                                                

9   standard registration plate.                                                

                                                                                

10      (3) Upon application and payment of the regular registration                

                                                                                

11  tax and a $5.00 service fee and a donation of $25.00, the                   

                                                                                


                                                                                

1   secretary of state shall issue a support zoos registration plate            

                                                                                

2   for the vehicle.                                                            

                                                                                

3       (4) The secretary of state shall deposit the $25.00 donation                

                                                                                

4   into the support zoos fund established under section 217r.                  

                                                                                

5       Sec. 217r.  (1) The support zoos fund is created within the                 

                                                                                

6   state treasury.                                                             

                                                                                

7       (2) The state treasurer may receive money or other assets                   

                                                                                

8   from any source for deposit into the fund.  The state treasurer             

                                                                                

9   shall direct the investment of the fund.  The state treasurer               

                                                                                

10  shall credit to the fund interest and earnings from fund                    

                                                                                

11  investments.                                                                

                                                                                

12      (3) Money in the fund at the close of the fiscal year shall                 

                                                                                

13  remain in the fund and shall not lapse to the general fund.                 

                                                                                

14      (4) The secretary of state shall disburse 1/4 of the money in               

                                                                                

15  the fund on a quarterly basis to each of the following:                     

                                                                                

16      (a) Detroit zoological park, Royal Oak, Michigan.                           

                                                                                

17      (b) Binder park zoo, Battle Creek, Michigan.                                

                                                                                

18      (c) John Ball zoological garden, Grand Rapids, Michigan.                    

                                                                                

19      (d) Potter park zoo, Lansing, Michigan.                                     

                                                                                

20      (5) As used in this section, "fund" means the support zoos                  

                                                                                

21  fund created in subsection (1).                                             

                                                                                

22      (6) An agency receiving money under this section shall                      

                                                                                

23  provide an annual accounting of the use of the money to the state           

                                                                                

24  treasurer.
