A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1279g.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1279g. (1) Beginning with the 2004-2005 school year,
2 the board of a school district or intermediate school district or
3 board of directors of a public school academy shall ensure that
4 each pupil in grades 4 to 12 develops a pupil portfolio with the
5 assistance of his or her parents or persons in parental relation;
6 school personnel; and other interested persons. A pupil
7 portfolio shall contain information about the pupil's academic
8 and nonacademic goals, accomplishments, and experiences, as
9 described in subsection (2). School officials shall ensure that
10 the pupil portfolio is given to the pupil or parent when the
11 pupil leaves the school district or public school academy.
1 (2) A pupil portfolio shall contain at least the following 4
2 chapters:
3 (a) A record of plans. This chapter shall include, but is
4 not limited to, records of annual academic and nonacademic plans
5 that the pupil intends to follow during the next few years.
6 (b) A record of academic achievement. This chapter shall
7 include academic transcripts, Michigan education assessment
8 program test results, career and technical education transcripts,
9 and examples of the pupil's schoolwork that demonstrate the
10 pupil's academic proficiencies and creative nature. This chapter
11 also may include, but is not limited to, the results of any other
12 statewide subject matter assessment test and nationally normed
13 achievement test that the pupil has taken.
14 (c) A record of job preparation and community involvement.
15 This chapter may include, but is not limited to, records of
16 vocational or career and technical training, work experience,
17 participation in clubs and organizations, volunteerism, and civic
18 involvement.
19 (d) A record of recognitions. This chapter may include, but
20 is not limited to, records of nonacademic awards and
21 certificates, letters of recommendation, and personal statements
22 about the pupil.
23 (3) The board of a school district or intermediate school
24 district or board of directors of a public school academy, taking
25 into consideration the requirements of a pupil portfolio that are
26 set forth in subsection (2), shall determine the chapters and the
27 chapter contents that each pupil portfolio shall contain. The
1 board or board of directors may appoint a pupil portfolio
2 advisory committee comprised of classroom teachers, school
3 guidance counselors, pupils, parents, and community members to
4 make recommendations on this matter to the board or board of
5 directors. After determining the chapters and chapter contents
6 of a pupil portfolio, the board or board of directors shall
7 forward an outline of the school district's pupil portfolio
8 requirements to the department.
9 (4) A board or board of directors shall ensure all of the
10 following:
11 (a) That a copy of a pupil's pupil portfolio is maintained in
12 a portable format, such as a computer disk or CD-ROM.
13 (b) That, if a pupil transfers to another school district or
14 public school in this state, a copy of the pupil's pupil
15 portfolio is transferred to that school district or public
16 school.
17 (c) That a tamper-proof copy of the pupil's pupil portfolio
18 is made available to the pupil upon graduation from high school.
19 (5) Upon request, the department shall provide to school
20 districts and public school academies models of, and assistance
21 in developing, pupil portfolios.
22 (6) If the department determines that there are additional
23 costs to public schools to implement this section, the
24 legislature shall appropriate additional funding for public
25 schools as necessary to compensate for those costs.
