A bill to amend 1939 PA 280, entitled
"The social welfare act,"
(MCL 400.1 to 400.119b) by adding section 17a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 17a. (1) Upon the request of a standing committee of
2 the house of representatives or senate to which a bill affecting
3 children has been referred, the family independence agency's
4 bureau of children's services shall prepare a preliminary
5 children's impact statement relating to that bill not later than
6 30 days after receipt of the request. The family independence
7 agency's bureau of children's services shall deliver the
8 preliminary children's impact statement prepared under this
9 subsection to the members of the committee.
10 (2) Not later than 30 days after a bill affecting children
11 has passed the first house of the legislature, the family
1 independence agency's bureau of children's services shall prepare
2 a preliminary children's impact statement relating to that bill.
3 The family independence agency's bureau of children's services
4 shall deliver the preliminary children's impact statement
5 prepared under this subsection to the senate majority leader,
6 senate minority leader, speaker of the house, and house minority
7 leader.
8 (3) The family independence agency's bureau of children's
9 services shall include all of the following in the preliminary
10 children's impact statement required under this section:
11 (a) The change to current law or additional law being
12 proposed in the bill.
13 (b) The effect the proposed law would have on children and
14 their families in each of the following areas:
15 (i) Children's physical development.
16 (ii) Children's intellectual development.
17 (iii) Children's social development.
18 (iv) Children's emotional development.
19 (v) Children's physical and mental health.
20 (vi) Children's safety.
21 (vii) Children's care and supervision by competent, nurturing
22 adults.
23 (viii) Ability of parents and other adults responsible for 1
24 or more children to provide for those children with respect to
25 the areas in subparagraphs (i) through (vii).
