A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 80124a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 80124a. (1) The secretary of state shall make
2 available for purchase Great Lakes protection specialty
3 watercraft decals. The Great Lakes protection specialty
4 watercraft decal shall be designed by the secretary of state and
5 shall depict some aspect of the Great Lakes or of Great Lakes
6 water quality. The secretary of state shall make Great Lakes
7 specialty watercraft decals available for purchase when a person
8 purchases a decal under section 80124 and at other times as
9 determined by the secretary of state. The Great Lakes protection
10 specialty watercraft decal shall be valid for 3 years unless the
11 secretary of state wishes to also issue decals for shorter time
1 periods.
2 (2) The Great Lakes water quality specialty decal shall be
3 sold for $35.00 for a 3-year decal. If the secretary of state
4 wishes to sell decals for less than 3-year time periods, the
5 secretary of state may prorate the portion of the cost of the
6 decal that is the contribution to the Michigan Great Lakes
7 protection fund for the shorter period. Money received by the
8 secretary of state from the sale of each decal shall be used as
9 follows:
10 (a) $10.00 shall be retained by the secretary of state for
11 use in creating and distributing the decals.
12 (b) $25.00, or another prorated amount for decals issued for
13 less than 3 years, shall be forwarded to the state treasurer for
14 deposit into the Michigan Great Lakes protection fund to be used
15 for public education of the threat of aquatic nuisance species
16 and efforts to eradicate aquatic nuisance species from the Great
17 Lakes and other waters of the state.
18 (3) The secretary of state may establish the appropriate
19 placement of Great Lakes protection specialty watercraft decals
20 on watercraft so as not to create confusion for law enforcement
21 officers with decals required under section 80124.
22 (4) As used in this section:
23 (a) "Aquatic nuisance species" means that term as it is
24 defined in section 3101.
25 (b) "Michigan Great Lakes protection fund" means the Michigan
26 Great Lakes protection fund created in section 32905.
