A bill to require textbook publishers to provide electronic
versions of certain instructional materials used in colleges and
universities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. This act shall be known and may be cited as the
2 "college and university electronic textbook act".
3 Sec. 2. As used in this act:
4 (a) "College or university" means a degree or certificate
5 granting public or private college or university, junior college,
6 or community college located in this state.
7 (b) "Textbook" includes a text published in electronic media
8 that is used for instructional purposes.
9 Sec. 3. Upon request, a publisher of a textbook that is
10 adopted for instructional use at a college or university shall
11 furnish the college or university with an electronic version of
1 the textbook if the textbook is for a literary subject or, for a
2 textbook for a nonliterary subject, if the technology is
3 available to convert the textbook directly to a format compatible
4 with braille translation software. A publisher shall not charge
5 a price for this electronic version that exceeds the price it
6 charges for the print or electronic media version of the
7 textbook.
