HOUSE SUBSTITUTE FOR
SENATE BILL NO. 927
A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
by amending section 43705 (MCL 324.43705), as added by 2001 PA
50.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 43705. (1) A joint legislative work group on game and
2 fish program revenue is
established. This
3 (2) The work group shall consist of representatives of the
4 house and senate standing committees with primary responsibility
5 for natural resources issues and the house and senate
6 appropriations subcommittees on natural resources. Members shall
7 be appointed on a bipartisan basis by the speaker of the house of
8 representatives and the senate majority leader. The work group
9 shall also include representatives of the natural resources
10 commission and stakeholders
other interested parties.
1 (3) The members first appointed to the work group shall be
2 appointed within 30 days after the effective date of the 2004
3 amendatory act that amended this section.
4 (4) Each member of the work group shall serve at the pleasure
5 of the speaker of the house of representatives or the senate
6 majority leader, whichever appointed the member.
7 (5) If a vacancy occurs on the work group, the vacancy shall
8 be filled in the same manner as the original appointment was
9 made.
10 (6) The first meeting of the work group shall be called by
11 the senate majority leader. At the first meeting, the work group
12 shall elect from among its members a chairperson and other
13 officers as it considers necessary or appropriate. After the
14 first meeting, the work group shall meet at least quarterly, or
15 more frequently at the call of the chairperson or if requested by
16 2 or more members.
17 (7) A majority of the members of the work group constitute a
18 quorum for the transaction of business at a meeting of the work
19 group. A majority of the members present and serving are
20 required for official action of the work group.
21 (8) Members of the work group shall serve without
22 compensation. However, members of the work group may be
23 reimbursed for their actual and necessary expenses incurred in
24 the performance of their official duties as members of the work
25 group.
26 (9) Assistance and staff support to the work group may be
27 provided by the house and
senate fiscal agencies. The work
1 group shall issue a
report by September 30, 2002,
2 (10) By December 31, 2004, and annually thereafter, the work
3 group shall issue to the
members of the legislature which
4 includes a report on game and fish program revenue. The
report
5 shall include, but need not be limited to, tax credit issues and
6 alternative funding options to establish stable sources of
7 long-term financial support for game and fish protection
8 programs.
