NURSING HOME PYMT: ABSENT PATIENT S.B. 1164 (S-1): FLOOR ANALYSIS

CONTENT
Under current Department of Community Health (DCH) policy, when a Medicaid-eligible nursing home resident is temporarily absent from a nursing home for emergency medical or therapeutic reasons, the State pays the daily Medicaid nursing home rate to hold the bed until the patient returns to the nursing home. Payments to hold beds for therapeutic purposes are limited to 18 days per year.


The bill would amend the Public Health Code to require that payments be made to hold beds for Medicaid patients on emergency medical or therapeutic leave only when the nursing home was at 100% of occupancy. If the nursing home were under 100% of occupancy, the Department would have the option of continuing to make such payments, but would no longer be required to do so.

FISCAL IMPACT
The FY 2004-05 DCH budget included estimated savings of $12,705,000 Gross; $5,500,000 GF/GP from the assumed passage of Senate Bill 1164. Therefore, passage of the bill would result in $5,500,000 GF/GP savings to the State.
