CONTENT
The bill would amend the Michigan Telecommunications Act to prohibit an internet service provider from including or adding services in an end-user's service package without the end-user's express oral or written authorization. Currently, this prohibition applies to a telecommunications provider. Upon the receipt of a complaint filed by a person alleging a violation of the prohibition, or upon the Michigan Public Service Commission's own motion, the Commission may conduct a contested case as provided under the Act.

FISCAL IMPACT
The bill would increase the workload and contested case responsibilities of the Commission. The cost of investigating violations would be covered by assessments as currently allowed under the Act.
