ITEMS BANNED FROM LANDFILL: NOTICE - S.B. 505 (S-4): FLOOR ANALYSIS
sans-serif">Senate Bill 505 (Substitute S-4 as reported)
Sponsor: Senator Bruce Patterson
Committee: Natural Resources and Environmental Affairs
CONTENT
The bill would amend Part 115 (Solid Waste Management) of the Natural Resources and Environmental Protection Act to require the Department of Environmental Quality (DEQ) to post on its website a list of materials prohibited from disposal in a landfill under Section 11514 and appropriate disposal options for those materials.
A solid waste hauler that disposed of solid waste in a landfill would have to give each of its customers annual notice of the materials prohibited from disposal and appropriate disposal options. The notice would have to include a copy of the information posted on the DEQ website.
The bill is tie-barred to Senate Bills 98, 497, 498, 500, and 502. Those bills, respectively, would establish criteria for the acceptance of out-of-State waste in a landfill; define “beverage container”; ban beverage containers and whole tires from landfills; increase fines and add new fines for violations of Part 115; and require the DEQ to compile a list of jurisdictions from which waste could be accepted
