PESTICIDE APPLICATOR: FEE INCREASE - S.B. 360 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend Section 8317 of the Natural Resources and Environmental Protection Act to increase the application fee for private agricultural pesticide applicator certification from $10 to $50, and increase the application fee for private registered applicator certification from $10 to $50. The certificates for both private agricultural pesticide applicator and private registered applicator are valid for a period of three years. The fee increases would expire on September 30, 2007, and the fees would return to the current levels on October 1, 2007.
FISCAL IMPACT
The bill would increase State revenues by an estimated $130,000 associated with the fee increases, according to the Department of Agriculture.
The Governor’s proposed fiscal year (FY) 2003-04 budget for the Department included an additional $130,000 in revenue associated with these fee increases. This revenue replaced an equal amount of General Fund/General Purpose revenue appropriated to the Department’s Pesticide and Plant Pest Management Program. The Senate concurred with the Governor’s proposal and included this additional revenue in its version of the FY 2003-04 Michigan Department of Agriculture budget, Senate Bill 288 (S-1).
