CONTENT


The bill would amend the Public Health Code to require the Department of Community Health (DCH) to include questions about diabetes, tobacco use, and education level on its certificate of death form.


The Code requires the DCH to prescribe the form and contents of vital records and certificates. Under the bill, within 45 days of its effective date, the DCH would have to include each of the following questions on the certificate of death form:

 

--    Did the deceased have diabetes?

--    If yes, was diabetes an immediate, underlying, or contributing cause of or contributing factor to the cause of death?

--    Did the deceased use tobacco?

--    If yes, was tobacco an immediate, underlying, or contributing cause of or contributing factor to the cause of death?

--    What was the highest degree or level of school completed by the decedent at the time of his or her death?


The bill specifies that a certificate of death filed without answers to these questions would be incomplete or unsatisfactory.

FISCAL IMPACT


Other than costs associated with prescribing, furnishing, and distributing the revised death certificate form, this bill would have no fiscal impact on State government.
