A REVISED SUMMARY OF HOUSE BILL 5630 AS INTRODUCED 3-10-04
Currently a community mental health services board in a county containing a city with a population of 500,000 or more has 12 members, 6 appointed by the city’s chief executive officer and 6 appointed by county’s chief executive officer with the advice and consent of the county board of commissioners. The city appointees must be city residents and the county appointees must be county residents but cannot be city residents. (This provision applies to Wayne County and the City of Detroit.)
House Bill 5630 would amend the Mental Health Code to make such a board contain 13 members (instead of 12): 6 appointed by the city’s chief executive officer, but with the advice and consent of the city council, and 7 (instead of 6) appointed by the county’s chief executive with the advice and consent of the county board of commissioners. At least one of the county appointees would have to be a resident of the city.
FISCAL IMPACT:
Changing the membership requirements for Detroit-Wayne CMHSP does not have any significant fiscal implications. The per diem for current board members is $60.00.
